Enhancing Asia-Pacific Readiness in Navy • Overarching Strategy:“This country is at a strategic turning point after a decade of war and therefore, we are shaping a Joint Force for the future that will be smaller and leaner, but will be flexible, ready and technologically advanced.” -- Sustaining U. S. Global Leadership, January 2012 • CJCS Memo dtd 22 May 12: “I have directed the Joint Staff to begin exploration of a Hands-like program focused on the Asia-Pacific region.” “Over the long term, China’s emergence as a regional power will have the potential to affect the U.S. economy and our security in a variety of ways.” -- Sustaining U. S. Global Leadership

USN Asia-Pacific (APAC) Hands • Proposal: PACOM oriented Navy initiative built on existing billets using CBRIP*– not AFPAK Hands applied to Pacific • Mission: Build understanding & confidence to inform decision makers • Select officers to acquire regional knowledge – provided in context of communities so officers remain Due Course • Participation in program determined by coded billet requirements • Concept: Start with Information Dominance Corps (IDC) • Leverage NPS in AY-13/14 – candidates receive 12 regionally-focused credit hours and a Master’s Certificate • Implement APAC Hand AQDs for designated expertise levels • Correlate with established IDC-only East-Asia Focus Area tracking AQD • Expand to URL, PAO, etc., communities • Complements FAO Community – not “FAO-lites” * CBRIP = Capabilities-based Requirements Identification Process 2
