Allocations • Overall funding for Title I is up 1.60% from last year, but recall that in 18-19 we had a significant year-over-year decrease, and we are still well below that previous high water mark. Even though overall funding is up 1.60% relative to last year, some districts have significant decreases in their awards. This is a consequence of the of the ESEA funding formula, and the prior year amounts that must be used to determine the amount that must be set-aside to fund school improvement. In 18-19 the overall decrease was disproportionately applied to that school improvement set-aside, but for 19-20, it swings back to the district allocation.
Allocations • Title IIA is down 0.5% from last year. This is the result of changes in population and poverty figures nationally and the ongoing shift in how Title II is calculated at the national level. • Title IVA is down 7.9% from last year. This is a due to a combination of changes in poverty and population figures, as well as the impact of hold-harmless requirements at the national level
