PURPOSE • Commander’s tools enable the commander to properly administer disciplinary actions within their unit thus improving morale and mission effectiveness People are our business
RESPONSIBILITIES • COMMANDER • Establish, remove, or destroy UIFs • Place or remove members from CR • Appoint UIF/CR monitor • Conduct required reviews • 90 days after assumption of command • Prior to members’ career related decisions • Review audits (checklist) twice a year People are our business
RESPONSIBILITIES • FIRST SERGEANT • Advise and assist Commander with the maintenance of discipline • Review audits (checklist) twice a year • SUPERVISOR • Review all documents (PIF, UIF, CR, UPRG, etc.), on subordinates prior to making career related recommendations, decisions or reports People are our business
RESPONSIBILITIES • UIF/CR MONITOR • Establishes UIF/CR per CC request • Completes AF Form 1137 • Maintains all UIF/CRs • Conduct audit of UIFs twice a year • Safeguards UIF/CR files People are our business
ADMINISTRATIVE REPRIMAND • DEFINITION • An adverse administrative action that is more severe than a counseling or admonishment and indicates a stronger degree of official censure People are our business
ADMINISTRATIVE REPRIMAND • Purpose: Correct substandard behavior • Inherent responsibility • Commanders, supervisors, other persons in authority (First Sergeants) • UIF Referral • Person who initiates may send to member’s CC for approval to file in an UIF People are our business

UNFAVORABLE INFORMATION FILES • DEFINITION • An official record of unfavorable information about an individual • Documents administrative, judicial, or nonjudicial censures concerning member’s performance, responsibility, behavior, etc., on and off duty People are our business
UNFAVORABLE INFORMATION FILE • PROCEDURES • AF Form 1058 • Used to establish, place, or remove documents • Early removal prohibited for most entries • Does not control (no automatic ineligibility) People are our business
UNFAVORABLE INFORMATION FILE • PROCEDURES • Mandatory Entries • CM convictions • Civil conviction with confinement > 1 year • Suspended/Unsuspended Article 15 punishment, exceeding 1 month • Control Roster People are our business

CONTROL ROSTER • DEFINITION • A rehabilitative tool used by commanders to set a 6-month observation period for individuals with substandard duty performance and/or who fail to meet or maintain Air Force standards of conduct, bearing, and integrity, on and off duty People are our business
CONTROL ROSTER • PROCEDURES • AF Form 1058 • 3 duty days • Right to counsel • Initiated with UIF, not alone • Members TDY, TDY en route, or in PCS status will not be placed on CR People are our business
