PILLAR 3 LINKED TO OVERALL GOALS OF TE • Provide innovative solutions for digital inclusion and empowerment of all citizens across Europe, • Improve the knowledge sharing and capacities of Telecentres across Europe • Identify ideas, use examples and build from the knowledge and expertise in local telecentresin all of our work

ACTIVITY PILLAR3 - Research & Innovation E-inclusion surveys Research of best practices in digital literacy programmes Needs analyses in digital inclusion and empowerment Development of innovative problem solutions in local communities Dissemination of best practices in a community development
RESEARCH – Approach General approach: policy and advocacy-oriented research Research linked to other stakeholders’ research: • European Commission Participation as stakeholder/expert in policy-oriented research - Promoter and main actor of “Measuring the impact of eInclusion actors” (MIREIA) - Contribution to e-Competence and Digital Competence frameworks (e.g. Skillage) Research through funding proposals (TE-interest guided; fieldwork capacity) • Telecentre.org Foundation Mapping exercises, data sharing and integration, evidence on TCs impact • Microsoft Youth SPARK Skillage as a tool to measure the readiness of youth to join the labour market • Others... ??? (e.g. Observatories, Universities, research programmes like Horizon2020)
RESEARCH – Approach Research linked to TE and TE members internal goals and priorities – proactive approach : • Collect more robust evidence from current members - how many TC do we really represent? • Prepare repository/booklet of local good practices with a potential for scale-up/transfer • Regularly collect research ideas/requests from members (not attached to specific calls) • Identify members’ research capacity and experience (own staff or collaboration w/Univ.) • Define common research topics across European telecentre networks • Fields of interventions: digital inclusion, empowerment, social innovation • Key target groups: youth, women, elderly • Sustainability • EU sectoral mapping: typology and quantity of organisations/networks (MIREIA) • Define Research agenda, key partners and funding options (EC funded projects, private grants) • Regularly produce research-grounded policy statements and position papers
INNOVATION – Approach Innovation linked to other stakeholders’ innovation agenda: • Peer organisations (European Network of Living Labs, MEDEA, NAPLE, SchoolNET…) Promotion of TCs social innovation and increasedPart knowledge of other ways of Social Innovation Joint social innovation and experimentation through R+D+I projects • ICT Industry Experimentation of innovative socio-digital combinations (e.g. Carer+) • European Commission Link to their own agenda (e.g. Web Entrepreneurship) • Telecentre.org Foundation Transfer of innovation from Europe to other continents and vice-versa (e.g. for Sustainability) Link with Research: regularly produce pseudo-scientific articles demonstrating/supporting the Innovation produced by/with help of Telecentres

CONCLUSION for PILLAR 3 We as TE want to run our own Research and Innovation agenda Pillar 3 has a key role to play in support of Pillars 1 and 2 TE to provide strategic direction and fieldwork to research projects run by stakeholders/partners Some of our innovations are great but we need to communicate them in an effective way to a diversity of stakeholders European telecentres have lot to learn from other continents (ICT4D field) and also to transfer outside Europe Your opinion and ideas – most welcome !
