1. Progress, Plans, and Problems Presentation to the NFBA Board of Directors Lake City, Florida May 9, 2012

2. Progress – Network Design • The fiber design for the three remaining Fiber Access Points has been finalized. The equipment was selected, ordered and has been received. Equipment will be installed and Fiber Links made active during the week of May 7th. • Continue to monitor network build out activity as well as operating temperature of the equipment. • Develop and finalize Service Level Agreement requirements for Last Mile Providers. • Participate in numerous meetings to review options for additional Fiber Access Locations • Develop criteria for Fiber Access Point Request for Proposal documents. • Track the operation of the test AC Unit for the Brandford Telecommunications cabinet. The Unit proved successful and Jacobs is assisting the NFBA with preparing Purchase Orders for all 92 NFBA Service Node locations. • Order required equipment for network path modifications and build out to Crescent City In Kind Asset • Begin developing Request for Bids for fiber access points. 

3. Progress – Network Operator RFP • Network Operator RFP Pre-bid Meeting was held on April 10, 2012, with 6 potential RFP respondents represented at the meeting. • NFBA responded to questions from Pre-bid Meeting and questions submitted in response to RFP requirements. Questions were answered through two RFP Addenda that were posted to the NFBA web site on April 18, 2012 and April 26, 2012. • RFP submission deadline was extended to May 17, 2012 to: • provide NFBA legal counsel with sufficient time to draft Network Operator agreement (which will be posted to NFBA web site as Addendum No. 04), and • provide respondents with sufficient time to review draft Network Operator agreement and incorporate proposed revisions to the agreement in their proposal submissions.

4. Progress – Construction Management & Inspection • Trial AC unit is installed in the cabinet at Branford FAP (FL-131) and has been monitored and evaluated as sufficient. PO has been submitted for remaining AC units. • 10 Civil installs completed in the last three weeks • The three remaining PoP/FAP sites have been completed and fiber is being pulled so they can be connected to the data centers. • 34 L&A installs completed in the last three weeks • We have configured and installed the IDU (cabinet portion of radios) in all sites with the exception of the civil sites that have not had cabinet sites set yet. • 32 links have been aligned and are ready to be brought onto the network. • FCC re-licensing of links at Chiefland FAP (FL-119) have been completed. • FCC licensing of new links for GTP replacement sites (FL-318 and FL-319) have been completed and new filters ordered. Safety • Continued Safety Audit of Civil and L&A work at various sites. • Safety training program on-going.

5. Progress – Construction Management & Inspection • NFBA Site Construction Status as of May 2, 2012.

7. Plans – Network Design • Verify proper operation of 5280 Fiber access points with links to both data centers. • Continue to support the network route modifications and the build out to Crescent City. • Continue to support the Microwave path alignment, turn-up and testing efforts. • Monitor SolarWinds as the system is constructed. • Finalize preparations to assume interim role of Network Operator until final Network Operator is under contract. • Develop final system enhancements to support anticipated demand loading. • Complete and issue RFB for additional fiber access points.

8. Plans – Network Operator RFP • RFP Evaluation Committee reviews proposals between May 18 and May 30th and submits evaluations to Committee Chair on May 30, 2012. • Oral presentations scheduled for June 5-6, 2012. • Network Operator rankings and recommendation presented to NFBA Board on June 13, 2012.

9. Plans – Construction Management & Inspection • Continue civil and L&A installs; remaining sites will be installed by the middle of May with the exception of FL-265 in Leon County and the two GTP replacement sites, FL-288/FL-318 and FL-289/FL-319. • Continue to align links moving outwards from Branford PoP (FL-131) and continue to bring sites onto the network to be monitored via SolarWinds . • Move out of the Wilks Lane warehouse starting the week of 07-May and utilize the SW main Blvd warehouse moving forward. • Lease expires on Wilks Lane warehouse at the end of May. • Start network testing of various ring topologies. • Develop Scope of Work for AC installations and line up contractors in preparation for first group of AC units to arrive at the end of May. Safety • Continue Safety Audits of Civil and L&A work at various sites. • Safety orientation program on-going

10. Problems – Network Design • The over-temperature condition continues to be a concern as the system is deployed. The solution has been identified and is being ordered. The manufacturer will require a ramp-up time of 3 weeks before the NFBA begins to receive equipment. It is anticipated that all units will be delivered in 45 days from order. • The system will be impacted by this situation as it will be expected to operate at temperatures that exceed recommended ranges. • The NFBA may not be able to fulfill Service Level performance requirements during this time period.

11. Problems - Construction Management & Inspection • Global Tower Partners sites (FL-288 and FL-289): These sites have been moved to other tower company towers(American Tower /FL-318 and Crown Castle/FL-319). • Frequency coordination is done and leasing is in process. • Awaiting on structural reports from the tower companies so we can develop construction drawings and start permitting process. • We still have some issues with power being disconnected or no meter installed at some sites, but have been working with the NFBA staff to get all accounts up to date. Safety • No Problems or non-compliant issues
