General House Keeping The following forms MUST be submitted by 1st April for Approval for Round 1: • Import Dispensation • Age Dispensation The following form MUST be submitted prior to Round 1: • Team Lists and Non-Transferable Players
Registration • Coaches • Each Club is to submit a list of coaches names, qualification and contact for all their teams by the 31st May. • Failure to submit by the 31st May will render the club liable to penalties including loss of competition points * Working With Children Checks – all volunteers each year. Declaration form located on SJRU website under policies and procedures • Assistant Referees • Your club must supply a qualified touch judge to ALL Under 10 and above matches in order to gain a bonus point from Round 5 onwards. • Members who have undertaken a Referee Course will be eligible • All assistant referees must state their MRA number on the sign on sheet to be eligible.
Kids Rugby Courses • COACHING KIDS RUGBY U8s-U12s • Only for people wanting to coach U8-U12 age group teams. • The course includes SmartRugby. • Duration is approximately 3.5 hours. • The course contains practical (outdoor) components. • Many individual clubs will be running this course • Clubs should have been contacted by ARU Development Staff to ask if they wanted a course run through their Club • If your Club hasn’t been contacted, we can put you in touch with either Adam Crane, Mark Bos or Mark Philp who are the ARU DMs for your hubs • There is one course which you can register online for: • 1 April - Forshaw Park Sylvania • REFEREEING KIDS RUGBY U8s-U12s • Only for people wanting to referee U8-U12 age group teams. • The course includes SmartRugby. • Duration is approximately 3.5 hours. • The course contains both theory (indoor) and practical (outdoor) components. • The following dates can be registered for online: • 16 April – Mosman • 18 April – Woollahra • 23 April – Sydney West (venue TBC) • 7 May – Sylvania • 7 May – St Ives • 9 May – Newport • 16 May – Sydney West (venue TBC)

Player Insurance • Junior team insurance premium is unchanged at $170/team. • Premiums due 1 April. Clubs can opt for installment payment options (monthly) • This insurance does not seek to replace the need for Private Medical Insurance and/or Life Insurance. The SJRU recommends that ALL players consider individual coverage as required for their circumstances. • Claim Forms are available from the Union Office, Gow-Gates themselves or from the ARU website. • Please ensure you check all your age groups. Team Lists & Non Transferable DUE PRIOR TO ROUND 1 Clubs who are competing in a graded competition OR who have teams competing in chronological order (U10, U11) must submit a Team Lists & Non Transferable form • Players must be nominated in their chronological age group • Clubs must nominate 15 players in a 15-a side team and 10 players in a 12-a- side competition • Representative players given dispensation to play in a B or lower grade is eligible to participate in the same grade until the June Long weekend. • Clubs with 2 teams in the same grade will need to nominate a minimum of: • 5 non transferables in a 12-a side competition and • 8 non transferables in a 15-a-side competition
Player Imports Clubs CANNOT register MORE than TWO (2) players from ANY other club in ONE particular Age Group. For each age group a club can register a maximum of two (2) Representative players irrespective of a Presidents release. Rule is there to: • Stop the formation of “super” teams • Stop teams having insufficient players to form a viable team How do we monitor if the player is from another club? • Clubs should be asking EACH child if they played rugby in 2011 and if they did which Club they played for. (Space dedicated on the ARU rego form) • Will a club have to submit a form if a team from another club has disbanded? • Yes, a form will need to be submitted if more than 2 players from another club is registered regardless of the reason
Player Imports cont’d What if our club has three (3) players in one age group from another club? • Club must submit a Dispensation form Imported Players Form ( Form 15) for ALL 3 players coming across. This form asks such questions as: • Has the player played reps • Has the player previously played with your club • Reason for playing with your club Clubs are then to submit the form to the SJRU Competition Manager Do we register the child prior to submitting the dispensation form? Clubs should inform the parents about the rule and instruct the parents that the registration is pending SJRU decision How long will the Committee take to deliver a decision? Each submission will be assessed on an individual basis. A decision will endeavour to be handed to the club within 10 business days. What if the SJRU deny a or all player/s? The player/s then have the opportunity to approach another club whom has not taken in more than 2 imported players. Clubs may appeal the decision to the Appeals committee.
Request for Age Dispensation • Male Registered players in the bottom 20th percentile for weight and Female Registered Players in the bottom 50th percentile for weight for their Age Group shall be granted dispensation. • Male Registered Players in the bottom 50th percentile for weight and Female Registered Players in the bottom 70th percentile for weight for their Age Group shall be granted dispensation if their Club does not have a Team in the Registered Player’s chronological Age Group. • Age Dispensation is limited to four (4) players per Team, however the Competition Manager reserves the right to increase the number of Age Dispensations granted.

Competition Points • Clubs will receive a bonus point in all U10 – Opens matches if they have an Assistant Referee present who PRINTS their name and PRINTS their MRA number on the sign on sheet!
Competition Points What if a team genuinely tried to get an Assistant Referee but for some reason they couldn’t make it? Clubs may apply to the Competition Manager for dispensation for a one off occurrence. This must be done in writing on Club letter head 48 hours after the match. Depending on the case submitted the club may be granted dispensation. Any further offences may result in the initial dispensation being revoke. What if our assistant referee has done the course but hasn’t been supplied a card yet. It will be sufficient for the assistant referee to just write down their ARU number Which may be supplied to them at time of the course.
Competition Points How do we register for a course? Courses are being run by the ARU and a full list of courses are found on the NSW Rugby website under Education. We haven’t received our gear how are we going to adhere to the attire? You need to make your distinguishable by wearing a bib until your gear arrives. Deferment of a Match • Notice of deferment must be signed and dated by President of each Team, and provided to the Competition Manager by 9:00am the Monday in the week prior to the original scheduled Match • Should a Team be unable to play at the Scheduled Game Time, the Match may be deferred by agreement with the opposing Team • If neither Team can come to an agreement then the Match will be played at the original time or forfeited by the Team who originally requested the deferment • Requests may be denied of which case the original match will stand • Any deferment form received after the Lodgement Date may result in approval being denied • All deferments need to be played within 21 days • Games deferred in the first 4 rounds HAVE to be played prior to Round 4 otherwise it will be a 0-0 result.
Regrading • Any club wishing to be regraded has until the beginning of Round 3 to submit a request for regrading form • Clubs will be regraded after Round 3 but changes will not come into play until after Round 4 • Clubs who want to appeal a Regrading will have until 5pm the day after the decision has been handed down to appeal IN WRITING SUBMITTED by Club President. No appeals will be accepted after 5pm. Decisions of the Appeals Committee ARE FINAL!
Final Series All teams in a eight (8) and ten (10) team Competition will participate in the following final series • Semi final (Match A)= 1st versus 2nd • Semi final (Match B)= 3rd versus 4th • Preliminary final (Match C)= Loser of Match A versus Winner of Match B • Grand final= Winner of Match A versus Winner of Match C (All teams in a six (6) team competition will participate in an elimination Final Series: • Semi final (Match A)= 1st versus 4th • Semi final (Match B)= 2nd versus 3rd • Grand final = Winner of Match A versus Winner of Match B Plate Final Series will run for all Under 10 to Under 14 Age Groups (inclusive) The Plate Final Series will be as follows; • Eight (8) and Ten (10) Team Competitions will participate in consolation Final Series. For a Registered Player to be eligible to play for a Team in a Finals Series Match the Registered Player must: • Have played 50% or more of all Matches played or won on forfeit for a particular Team during the Regular Season; • Have qualified in a lower Graded team within the same Age Group or a lower graded team in the Age Group immediately below.
Ground Marshalls • At all Matches Clubs are to provide a Ground Marshall for each field. • Ground Marshals may be anyone who isn’t a Coach or Trainer • SJRU will supply each team with a Ground Marshal bib • Referees will be instructed not to start the match until there are 2 members with Ground Marshal bibs on present at the match • Each field must be dressed properly. Failure to dress a field to the set standard will result in penalties being enforced by the committee
Lightning Saftey Policy • The Lightning Safety Code is based on the 30 / 30 rule. • The 30 / 30 Rule requires for play to be stopped when the lightning / thunder ratio reaches 30 seconds or less. (ie the time between when the lightning is seen and the thunder is heard is 30 seconds or less). • This means that the lightning is 10km away and the next strike has a “significant risk” of hitting the people who have seen the lightning and heard the thunder. • Play should not commence until 30 minutes after the last time lightning is observed or thunder is heard. Each time lightning is observed or thunder is heard, the 30 minute clock should be re-started.
Appeals • Clubs may appeal against the Competition Managers decisions in rules in which a clause is written unless the rule specifically states that there is no appeal process • If there is no appeal clause for that rule then there will be no appeal process • All Appeals must be made in writing by the appealing Club President to the Competition Manager twenty four (24) hours after the decision has been handed down. Failure to submit the appeal in writing will leave the appeal void. • The Appeals Committee reserves the right to forward any appeal to a Citing Officer or the Judiciary. • The decisions of the Appeals Committee are final. • Should the Appeals Committee forward on an appeal. The decision of either the Citing Officer is final.
Code of Conduct • The Code of Conduct defines the expected behaviour of Clubs and Club Affiliates. • Each Club is responsible for the distribution and education of the Code of Conduct to Club Affiliates. The Code of Conduct is available on the Website. • A Club Affiliate shall not at any time act in a manner detrimental towards the game or spirit of rugby union. • All Clubs shall take all reasonable steps to ensure that Club Affiliates do not act in a manner detrimental towards the game or spirit of rugby union. • During the course of or after a Match a Club Affiliate shall not abuse or address a player or Match Official in insulting terms or act in a provocative manner towards a player or a Match Official.
Citing Officer • Citing Officer will be appointed to deal with all citings that are received • They will make a recommendation of a course of action: • dismiss the Citing; or • impose a penalty that the Citing Officer sees fit to impose; or • refer the Citing to the Judiciary to be dealt with in accordance with Competition Rule 11.1; and
Disciplinary Matters • SJRU Constitution Clause 17: • If any Affiliate of the Union shall be guilty of any conduct which, in the opinion of the Committee, is unbecoming or prejudicial to the interest, image or welfare of the Union, or makes public statements, which in the opinion of the Committee, are damaging to the reputation of the Union, then the Committee shall have power to expel or otherwise discipline that Affiliate or Member at a meeting of the Union.
Judiciary • 10s -12s Red Card automatic 1 match suspension • 13s and above entitled to an early plea (1 match suspension) for low range offences if approved by office. Please note there will be NO early pleas allowed for abuse against a Match Official. • For mid range and high range offences player is expected to appear before Judiciary • Players must complete a form prior to attending the Judiciary responding to their charges. • Players must arrive at Judiciary with $100 for their case to be heard
