Current staff situation 2007 • Total workforce = 57,031 • Staff on Gov’t payroll = 52,000 • Total number of Doctors = 2,309 • No of Medical Assistants =469 • Total number of Nurses = 14,258 • Total number of Pharmacists = 1645 • Total number of Allied H/ Prof =588 • % critical health staff =37.0%
Ghana’s average Staff population ratios 2007 • Doctors = 0.11/1000 =1:9,090 • Nurses = 0.65/1000 = 1:1,538 • Pharmacists =0.08/1000 = 1:13,373 Targets for 2010 • Doctors = 0.2/1000 = 1:5,000 • Nurses = 1.0/1000 = 1 :1,000 • Pharmacist =0.1/1000 = 1:10,000
Major Challenges • Imbalances in Health Workforce distribution (Geographical, public-private, skill mix) • Inadequate numbers of Health workforce (especially in the clinical areas and mid level workforce) • Perceived Low Productivity • Ageing Workforce • Migration of skilled workforce
What has been done to address imbalances? • The establishment of Staff allocation committee • Training of Middle Level Health workers • Candidates identified from local communities for training
Middle Level Training Locations • Keta (Volta region) • Mampong, Kokofu* (Ashanti Region) • Damango, Yendi (Northern Region) • Sefwi Wiawso,Asanta, Tarkwa* (Western Region) • Sunyani (Brong Ahafo) • Twifo Praso (Central region) • Teshie, Pantang (Greater Accra)
Middle Level Training Locations • Wa (Upper West Region) • Bolga (Upper East Region) • Atibie , Mampong *(Eastern Region) • Direct Medical Assistants Training at Kintampo • Fomena **(Medical Assistant Programme) • Four Training Centers by the private sector
What has been done to address the inadequacies? • Expansion of Training Institutions • Establishment of new schools • Increase intake into the Schools • 30% of qualified applicants gained admission into the schools in 2007 • Upgrading of tutors in the training Institutions • Strengthen systems/regulation for quality • Collaborate with District Assemblies/Private sector
Ageing Workforce • 37.6% falls within 40-50 age group • 29.5% falls within 18-39 age group • 33.9% falls within 50-60 age group • 80% 0f the 33.9% constitute Medical assistants and Midwives
Age Profile of Midwives • 91.9% of all midwives above 50yrs • Peak age group is 53-55yrs • 21% of all midwives above 56 yrs
Way Forward • Initiate and implement the Human Resources strategic plan • Conduct impact assessment of the new salary and other incentives • Expand the middle level training Program • Conduct assessment on productivity of health workforce
