The link between ICAO and you is… • OPLINKP • Focus on existing and future equipage • Datalink issues • SATCOM issues • Global Harmonization • ICAO can provide advice on approach/process on amendments • We will argue/present your case in front of the Air Navigation Commission but we need to be convinced that the material is mature before presenting it to the Commission
OPLINKP deliverables • Propose amendments to Annexes and PAN provisions for current implementation • Global Communications Harmonization Plan • Propose amendments to RCP Manual 9869 • Operational Datalink guidance material • Merging GOLD and L2K+ • Global SATCOM voice guidance material • Propose amendments to Doc 9694 • Remove all obsolete material • Report to ANC re HLSC AF447 • Global issues/resolutions database
Challenges • Reality of compliance • ICAO is not the only Standards-making body • Compliance isn’t automatic • The “regulate and enforce” model is dead. SMS is the future. • The world needs one plan and someone to lead
The end… Thank you Francois Robert, ICAO frobert@icao.int
