Reglamentation/ Standards • To control the radiation sources is possible with the described laws and their reglamentation and standards for specific practices. (Radiological safety and physical protection and a safety culture and nuclear safety). • The Technical Office of the National Authority prepare and approve national standards for all the different practices, or take and adopt the IAEA safety standards.
Functions, duties and responsibilities • The utilization of radiation sources are not free of risk of an accidental exposure. For this reason all the sources must be controlled under the described regulation frame. • And must be controlled under a platform that let us to share the data with security and the reliability that will let us to have the history of the source with a traceability. • The described frame law demand the compliances of requirements to ensure the safety use of the radiation source in all the installations (facilities) in the country. • To compliance this function the main duties are: • Authorizations with licenses • Inspections for surveillance the compliance of the limits and conditions of the license. • Surveillance the compliance of radiological safety, nuclear safety and physical protection requirements according national and IAEA standards. • Prepare, update safety standards
Control • The control is applied over the radiation sources, the installations utilized for the practice, and the personnel involved. To protect the operator, the patient, the public and the environmental. • The installations (or facility) that utilize radiation sources: • The industry, medicine, with sealed sources, unsealed sources, X rays and accelerators generators. • The nuclear material used in nuclear reactors The platform used was the Microsoft access as database (vulnerability, not reliability)

Control of Source - RAIS • The registered installations registered is 6889 in all the country. For medicine and industry are 6061 installations. • The percentage from medical and industry distribution show 93% for medicine installations and 5.2 % for industrial installations working with sealed sources.
Authorizations • To guarantee that the installation will carry out the authorized practice with the safety standard in a high level of safety in accordance the rule of law 28028 and the rule of radiological safety (D.S.No.009-97-EM). The authorizations granted: • Register or Licenses for installations that use ionizing radiation and/or make services. • Personnel License for workers involved in the operation of the practice. • Authorization for transportation of sources
REGISTER For installations with low risk (nuclear gauge, diffractometers, luggage inspection, etc.) LICENSE For installations with high risk ( well logging, industrial radiography, Accelerators,..etc.) AuthorizationsRegisters and Licenses • Classified in 5 categories: • Category A: High risk (Teletherapy., Industrial radiography, etc.) • Category B: Relevant (Portable NG, Nuclear Medicine, RX) • Category C: Low risk (fixed nuclear gauge (FNG)) • Category D: small relevant (RX analysis) • Category E: Services (maintenance., dosimetry, etc.) • Autorizaciones requeridas: Construcción, operación, cierre, prestación de servicios, individuales
Inspection of Installations • To verify the compliance of the radiological safety requirements in the granted licenses: • Verification of the radiological safety. • Verification that the radiation/contamination level are in accordance with the standards. • Verification the accounting of the radioactive sources and/or nuclear material. • Review of documents according with the practice (procedures, instructions, registers, etc. ) that must be in the installation. • The inspectors are from Technical Office of the National Authority. INSPECTIONS & SANCTIONS • The inspection procedure considers notifications and sanctions accordance with the regulations. • Applicable sanctions: penalty fee, suspend or license revocation, according the gravity of the infraction. Challengers • The main challengers: • Emigrate the data to the version: RAIS 3.4. With the changes have been done at RAIS 3.1. • Customize the modules of licenses taking account all the process according our regulation. • Customize the module of individual licenses. • To allow all the operators to access their account of the RAIS database. • To serve the public we have deadlines to meet. The automatization is a goal, • To be a regulatory body with independence.
