Terminology Clarification • Pre-1006 Funding • Previously referred to as “base” funding • Only Community Corrections agency has Pre-1006 funding • Recurring funding • 1006 Funding • Refers to those infusion funds as a result of HEA 1006 • $5M in FY 2016 and $20M in FY 2017 • Recurring funding except for Pre-Trial, one time, awards, and 400 series/asset items
Purpose of the Grant • To provide funding to eligible county level jurisdictions for the purpose of diverting Felony Level 6 offenders and Felony Level D offenders from the department • While providing Evidence Based Practice services and supervision in a collaborative manner
Purpose of the Grant • Eligible grant entities include: • Community Corrections • Probation • Court Recidivism Reduction Programs • Prosecutor Diversion Programs • Jail Treatment
Target Population • Felony Level 6 and Felony Level D • Moderate to High Risk per Indiana Risk Assessment System (IRAS) • Majority of series and programs shall be Evidence Based with focus on: • Cognitive behavioral issues • Addictive disorders • Mental illness • Intellectual disabilities • Developmental disabilities
Funding Guidelines • Programs receiving state grant funding must deliver EBP services and supervision in a manner consistent with the Principles of Effective Interventions from National Institute of Corrections http://nicic.gov/ThePrinciplesofEffectiveInterventions • Programs receiving grant funding must ensure services and supervision are being delivered to the target population. • Grant funds may supplement, but shall not supplant existing county programs and/or services currently funded through county funds. • Programs receiving State grant funding shall support an evidence-based practices organization as described in Mark Carey’s Building and Sustaining an EBP Organization (available on the internet here: http://www.thecareygroupinc.com/documents/Checklist%20Building%20and%20Sustaining%20an%20EBP%20Organization.pdf).
Funding Guidelines Cont. • Programs receiving State grant funding shall collect and maintain required data for documentary evidence, as required by the Department, for compliance with Community Corrections plan, contract, and agency’s quality assurance policy. • Agencies shall be required to submit data in a specified format by deadline dates • Reporting Requirements: • Weekly data snapshots • Monthly financial reports • Quarterly data submission pulled from case management system • 1006 Reporting on annual basis, or as requested • Annual Report
Funding Guidelines Cont. • State awarded funds may be used for one or more of the following: • Assisting a county in defraying the expenses of incarceration • Providing supervision, treatment, programs, and services to individuals in a community correction program, prosecutor’s diversion program, court recidivism reduction program, or on probation supervision • Funding work release level of supervision • For treatment and programs provided to incarcerated inmates within the confines of the county jail that are not covered by HIP 2.0, Medicaid, and/or Recovery Works
Ineligible Funding Requests • Any correctional program in existence, other than Community Corrections programs in operation prior to July 1, 2015, which is currently funded through another source. • There shall be no supplanting of existing correctional program • New or additional juvenile programs • Community Service/Community Restitution programs • Community Work Crews • New construction or building renovations
Grant Application Process • Submitted application to IDOC Community Corrections including: • Letters of approval from the county commissioners and the Community Corrections Advisory Board • Descriptive justification for each funding request within narrative of grant • An updated collaboration plan to include all partners receiving financial assistance and other community justice stakeholders through this grant funding
Grant Application Process • Grant applications are scored by IDOC Community Corrections via a scoring matrix • Scoring based upon: • Completion/thoroughness • Use of Evidence Based Practices, as applicable to supervision level • Serving target population (moderate-high risk felons) • Collaboration plans are scored by IDOC Community Corrections via a scoring guide: • Scoring based upon: • Completion/thoroughness • Services between criminal justice agencies • Supervision • Internal Operations • Policies
Grant Application Process Cont. • The applications and funding requests shall be presented to the Justice Reinvestment Advisory Council for review and recommendations • The applications and funding requests shall be presented to the IDOC Commissioner for final approval • Once approved for funding, the county shall enter into an agreement, via an electronic contract with the State
Grant Funding Process • Funding shall be distributed to the county on the State’s fiscal year schedule, July 1 through June 30 • Grant entity awarded funding will receive a 25% advance of the total awarded amount • After 25% is deducted, remaining funds are divided into 12 monthly payments • First monthly payment is also distributed in July • Each awarded entity must have the following accounts set-up through their auditor: • State grant Account • Project Income Account • CTP (if agency is providing supervision)
