  1. AFRICA East London Climate Change Conference, 20-21 May 2015 Liz Metcalfe, Project Manager liz.Metcalfe@iclei.org Low carbon and resilient societies

  2. Introduction to ICLEI – Local Governments for Sustainability • Low carbon societies • Urban Low Emission Development Strategies • Carbonn Climate Registry • Resilient societies • Local Action for Biodiversity: Wetlands South Africa

  3. ● Connecting Leaders ● Accelerating Action ● Pioneering Solutions ICLEI – Local Governments for Sustainability is the world’s largest association of localgovernmentsdedicated to sustainable development. Local action moves the world

  4. ICLEI Africa’s Technical Services All our services aim to build in-house local government and city capacity, rather than to undertake the technical work in isolation and deliver it at the local government. Integrated planning solutions

  5. Connecting Leaders

  6. Pioneering Solutions

  7. Why? Cities Biodiversity Outlook (CBD, SRC, ICLEI) Globally Cities generate 70%of total CO2

  8. We are in a transition Dirty energy – low carbon societies • We are in a global transition already; in particular from dirty to renewable energy supply • Global investments in new renewable energy installations Rural – Urban • We need to find new ways to bring development and sustainable together to overcome the consumption challenge

  9. How to get there? Development first? Move towards low carbon economy Driven locally to improve quality of life of residents and businesses Reduction in GHG as co-benefit Climate first? Reduce greenhouse gases Driven using incentives and penalties Energy efficiency, jobs, and green economy as co-benefit

  10. Climate or development first? 5 key economic strategies for development • Promoting compact urban development; • Enhancing transportation infrastructure and public transit; • Maintaining and improving utility and green infrastructure; • Attracting and promoting business and industry; and • Improving quality of life and natural environment.

  11. Key messages to municipalities “Low carbon development” is not just an environmental issue - it is fundamental to sustainable urban development … but it does: • Challenge traditional municipal structures & processes • Require out of the box thinking & partnerships

  12. Urban Low Emissions Development Strategies URBAN-LEDS

  13. International project • Duration: 2012 – 2015 • Main objective: Enhance the transition to low-emission urban development in cities in emerging economy countries Urban – LEDS

  14. Scenario planning as a tool for low-carbon development planning • Plausible, transformative possible futures • Then back casting from the future • With groups of people who influence the system in question • To deal with complex systemic problems

  15. 1. Understanding the evidence

  16. 2. Identifying key driving forces

  17. Key driving forces for change in Steve Tshwete Local Municipality

  18. 3. Scoring the driving forces Top driving forces/ opportunities: Public transport availability Water scarcity Unchecked capitalism, Green job availability

  19. 6 transitions to get there

  20. Flagship Strategies

  21. The carbonn Climate Registry (cCR) is a global reporting platform of local and subnational climate action. • The cCR is operated by the Bonn Center for Local Climate Action and Reporting (carbonn Center) of ICLEI. • Free to use by any local AND subnational government (Metro, Municiplity, District, Province). Open to non-ICLEI members. • Reporting can be done at any time – best if synced with national database update deadlines • Analyses twice a year – used towards the UNFCCC and international climate negotiations. Adaptation GHGs

  22. 4 areas of reporting: City profile (General & Background) • Commitments • (ClimateandEnergy) • Actions • (Adaptation andMitigation) • Performances • (GHG inventories) Reports on carbonn.org South Africa: eThekwini, NMMB, Tshwane, Cape Town, Buffalo City, Johannesburg, Ekurhuleni, KwaDukuza, Steve Tshwete, uMhlathuze, Sol Plaatje www.iclei.org

  23. Low carbon, resilient societies Local Action for Biodiversity:Wetlands South Africa

  24. Local Action for Biodiversity:Wetlands South Africa 1. Enhance wetland management to assist your municipality with disaster-risk mitigation and climate adaptation. 2. Enhancing co-operation between spheres of government and local stakeholders.

  25. Local Action for Biodiversity:Wetlands South Africa Enhance awareness of the role of wetlands in climate resilience. Increase capacity to manage wetlands and other natural resources. Integrate wetlands and biodiversity into municipal development and disaster risk policies. Align and collaborate with range of stakeholders working in each municipality.

  26. TAP the potential oflocaland regional climateaction! ICLEI and partners are launching the: A 10-year action program Bridging the gap 2016-2020 / Contributing to post-2020 national & international ambitions
