  2. SC Partnering Process • 10 Bases in the state • 4 Air Force • 1 Army • 3 Navy • 2 BRAC • 8 Tier I teams • 1 Tier II team • Tier III representatives

  3. Tier I • Bases have active partnering teams that meet regularly to make RCRA/CERCLA cleanup decisions • DSMOA funding teamed with the military’s desire has produced faster cleanups than those at commercial facilities • Effective teamwork is essential to the high performing DoD cleanup program in South Carolina

  4. Tier II Team • Members representing SCDHEC, DoD commands, USEPA, and bases • 2 physical meetings per year and 2 conference calls per year

  5. Tier II Successes • Valuable tool for the dispute resolution process • Tier II action alerts • Tier I Tier II conference

  6. Dispute Resolution • Tier II allows the state to network with the management teams for the base RPMs • Issues that the Tier I teams cannot resolve are elevated to Tier II • Tier II gets involved in one of two ways: • Direct discussions between the State, EPA, and the Base • Team meeting discussions

  7. Tier I / Tier II conference • Organized by Tier II every 18 months • Forum for discussing common technical issues (I.e risk assessments, data usability, LUCs, etc.) • Allows Tier I teams to network and share success stories and lessons learned • Good opportunity to provide regulatory updates to Tier I teams

  8. Tier II Action Alerts • Issued by the SC Tier II based on meeting discussions that apply to all Tier I teams: • Call for each team to develop Exit Strategies • PE PG document certifications • Invasive species
