Left Side Ramp Safety • Accident data shows superior safety compared to 5 right hand ramps –Milpas, Garden, Castillo, Carrillo, Mission • Familiarity & virtually exclusive local use keep it safe
Caltrans HOV (Carpool) Lanes • STARTS at the most constrained point • Requires a forced merge and lane elimination in less than ½ mile on a curve going into a narrow underpass
Caltrans Reconstruction Cabrillo/Hot Springs Interchange Community Coalition Alternative Cabrillo/Hot Springs Interchange
Unaddressed Safety and Congestion Issues • Olive Mill southbound on ramp short merge • San Ysidro southbound off ramp congestion • San Ysidro/Posilipo southbound on ramp safety
Community Coalition Questions – Does it: • Minimize time required for construction? • Minimize disruption to local roads & regional businesses? • Spend the money wisely? • Solve the congestion problem?
Next Steps • Caltrans plan has significant and unanswered questions – cannot go forward as presented • Request Caltrans include a full analysis of the alternative in a recirculated Draft EIR • If justified, support design exceptions for: • Retention of southbound left side ramps • Relocation of the start of the HOV lane
