Acquisition and Administration of Extended/Expanded Calling Scope Numbering Resources Key Points: EAS and Non-EAS Numbers • Terminator cannot control how originator rates calls at TN level • Originator screens NPA-NXX for local/toll characteristics, then sends • No currently available technical solution exists to change inbound call rating with geographic numbers • Residential consumers more likely than business to want non-EAS • Thousands-block Number Pooling will recover unused blocks, and Sequential Number Assignment will preserve these blocks • Many States have EAS arrangements, per Telcordia™ LERG™ Guide • There are multiple EAS bands within rate centers

  4. EAS and Non-EAS Numbers Issues Under Discussion at INC • EAS and Non-EAS numbering resources may need to be considered separately for code and block acquisition. • Sub-zone and rate district calling areas are different from the rate center with which they are associated.

LNPA WORKSHOP Rate Districts and PA Block (Issue 318) and Acquisition and Administration of Extended/Expanded Calling Scope Numbering Resources (Issue 325) • Number Portability and Pooling are at a rate center level • Local calling plans (e.g., Extended Area Service) have different boundaries than rate centers • Local calling plans and rate districts are defined by state tariffs • Different local calling plans presently require the subscribers to have different NPA-NXXs • Therefore different plans within a rate center may require multiple pools in the same rate center.

Ported Numbers in Returned Codes • INC is in the process of developing guidelines that would prevent or minimize service interruptions of ported customers whose number(s) is in a returned or abandoned CO Code or Thousands-Block. • INC is addressing this circumstance in both a pooled and non-pooled environment. • INC is incorporating input from the LNPA Working group and from the NANPA in this effort. • The responsibilities of all involved parties, the NANPA, SP’s, LERG assignee, etc. are all being addressed as well as their tasks and time frames for their actions.
