  1. Proposal to host HCP 2009in downtown Parisby LPNHE-Paris VI and VII Ursula Bassler Gregorio Bernardi* Philippe Schwemling For the Atlas and DØ LPNHE Paris groups

  2. The ATLAS & DØ groups ofLPNHE-Universities Paris VI & VII ATLAS group twelve physicists (nine faculty, lead by Ph. Schwemling) DØ group  seven physicists (three faculty, lead by G. Bernardi, U. Bassler, deputy LPNHE-director) Both groups strongly involved in their collaboration (example: D0-Higgs convenership) The LPNHE Paris IN2P3-CNRS lab with approximately 50 faculty physicists - High Energy Physics (ATLAS, BABAR, CDF, DØ, ILC, LHCB) - Cosmology/Astroparticle ph. (AUGER, Supernovae collaborations, HESS) The physics program of the ATLAS and DØ LPNHE groupsare mainly focused on Higgs search and Top physics, where major breakthroughs are expected by 2009  high motivation to produce a very successful conference with new results announced at HCP. Expertise exists in both groups in conference organization.Administrative staff in our lab is used to conference organization (rencontres deMoriond, rencontres de Blois) and is involved in this proposal.

  3. Organization In fall 2005, the LPNHE ATLAS group has hosted an ATLAS collaboration week with 300 physicists. We would host the HCP conference in a similar way. Neutrino-2004 (540 participants) was also co-organized by ourLab in Paris. Assuming less than 300 participants the ATLAS-week model: Located in the Ministery of Research (historic buidings of the Ecole Polytechnique founded under Napoleon) with two main auditoriumsone with 220 places, the other with 80 places. The smaller one was video connectedto the first one, and generally colleagues wishing to work while listening to thetalks were gathering there. Wireless connections available in both auditoriums. Smaller meetings can take place either in further smaller roomsor at the University itself, which is a five minutes walk away, in the mostcentral part of Paris, the famous ``Quartier Latin'' where the Sorbonne Universityand the College de France are also located. The conference fee is estimated at300 Euros (380 $),and with that a good social program is achieved+standard misc. Support from the IN2P3-CNRS is expected. The social program is not an issue in Paris, and there can be an iterationon what we would like to do as outings. The banquet for instance could take placeat the Senate or on the Eiffel tower with our current budget. If the conference would need to host more people, we can easily arrange a larger venuewith auditoriums in the College de France accepting up to550 people

  4. Why Paris in 2009 ? Paris is the best city in the world (LONELY PLANET 2006, NYC is #2 ;) Paris area very active in LHC/Tevatron/HERA/RHIC physics: CEA-Saclay, Ecole Polytechnique, LAL-Orsay, LPNHE-Paris, College de France, all deeply involved in all LHC and Tevatron experiments and several theory labs in the Paris Universities. LHC will be in its most intense phase, so most of the community will be only 3 hours away (train) from Paris, very cheap travel. Possibility to have all the experts for specific sessions if needed, in this crucial moment. Attractive power of Paris will bring a very complete representation of the community (theoreticians). Centrally located, direct flights from everywhere, airport connected to the quartier latin in 30 minutes by train. Hotels within walking distance can be arranged for 90$, in an exceptional setting. Many small restaurants/sandwich places at 3’ from the site, lunch boxes can be provided if it’s the common will. Paris in 2009 is a guarantee of success !

  5. Scientific Program • Following HCP traditions (high quality plenary talks) • Emphasis on -- First Physics Results of LHC • -- High Statistics results of Tevatron • Possibly reserve the second day for parallel sessions, if the wealth of new LHC results warrants it (B / Heavy-ions / Searches / SM ) • Reserve slots for last minute important hot results • Dates: mid-May to beginning of June are optimal • We hope to welcome you in Paris in 2009 !
