National Challenges (45m) In table groups… • Identify 4-6 most significant national challenges, using the criteria • Write each challenge on ½ sheet fc paper, and include: • Rationale • What else we need to know about this challenge? (key questions) • Hints • Some challenges may be a subset of others • Some challenges may be causes of others

Criteria for assessing CA Imagine you were reviewing a programme proposal submitted by a group of UN agencies • What are 3-5 ways in which an agency might be “better positioned to act” than others”? (10 mins) • What are 3-5 ways in which a UNCT might be “better positioned to act”than others??” (10 mins) • Cluster and debrief (10 mins)

Comparative Advantages (20m) In agency groups: • Review the list of competencies and expertise and identify your top 3 comparative advantages – “that which your agency does better than any other actor in X country” • Write each CA on a card, along with your agency name, and means of verification (i.e.. How do you know?) • Studies, evaluations that demonstrate the CA • Statements from partners that acknowledge the CA • Requests to take lead in area of CA, etc.. • Be ready to present your cards in plenary
Putting it all together (45m) Choose one of the matches to work on - In groups: Step 1: Strategies & stakeholders • Review the challenge cluster and pick the most critical element (perhaps an underlying or root cause) • re-formulate if necessary • Review the comparative advantages, and identify 1-2 possible strategies for UNCT response • For each strategy identify the: • Comparative advantages • Participating agencies • Key stakeholders who will be critical for success
