Mission and Vision of Indian Education Division • Mission • To increase American Indian student academic and cultural achievement through culturally-relevant pedagogy, native language, and collaborative partnerships. • Vision • All American Indian students will become proficient in academic, cultural, and leadership standards to become productive and contributing members of their pueblo/tribe/nation and state.
Profile of Indian Education in NM • New Mexico ranks as the 4th largest state population of American Indians (194,000) • American Indian (AI) students comprise approximately 10% of the public school student population (~35,000 students) • 60% of the 23 Native-serving districts have AI student populations of 40% or greater • Four (4) of the Native-serving districts have 88% or more AI student population (Dulce; Central Consolidated; Gallup-McKinley; Zuni) • ~6,000 American Indian students attend Bureau of Indian Education (BIE) federally-funded public schools • ~40 BIE/Tribally-controlled schools operate in New Mexico • ~15 school districts receive students from 35 BIE elementary schools within their K-12 feeder pattern
Statutory Reporting Requirements for Indian Education 22-23A-7. Report. The Indian Education Division in collaboration with the education division of the federal Bureau of Indian Affairs and other entities that serve tribal students shall submit an annual statewide tribal education status report (TESR) no later than November 15 to all New Mexico tribes. The division shall submit the report whether or not entities outside state government collaborate as requested.
Statutory Reporting Requirements for Indian Education (1) student achievement as measured by a statewide test approved by the department, with results disaggregated by ethnicity; (2) school safety; (3) graduation rates; (4) attendance; (5) parent and community involvement; (6) educational programs targeting tribal students; (7) financial reports; (8) current status of federal Indian education policies and procedures; (9) school district initiatives to decrease the number of student dropouts and increase attendance; (10) public school use of variable school calendars; (11) school district consultations with district Indian education committees, school-site parent advisory councils and tribal, municipal and Indian organizations; and (12) indigenous research and evaluation measures and results for effective curricula for tribal students.
New Data Elements and Improved Reporting • Mobility • Include a category within “mobility” for identifying students who enter public schools from Bureau of Indian Education Schools • Statute/Regulation Relating to this Request • 22.23A-7.J • Purpose For The Change • This information will assist with the Systems Alignment between public schools and BIE schools. The IED and BIE intend to address the high percentage of movement between two systems which likely plays a role in the achievement outcomes of Native American students.
New Data Elements and Improved Reporting • Attendance • Add an indicator under “excused absence” to identify when an absence has been excused for “Tribal cultural activities”. • Statute/Regulation Relating to this Request • 22.23A-7-C4 • Purpose For The Change • Many Native American students live on their Tribal lands (sovereign nations) and participate in their traditional activities, while attending public schools on or off Tribal lands. • Our Native American sub-group has the lowest attendance of all of the sub-groups when disaggregated for ethnicity. • IED needs data to help us understand what portion of the absences are due to truancy and what portion of the absences are due to Tribal activities. • IED’s strategies for addressing the attendance issue will be determined by understanding the root cause of the absences.
New Data Elements and Improved Reporting • EOY Infractions • Disaggregate STARs EOY data by district for the Tribal Education Status Report • Statute/Regulation Relating to this Request • 22.23A-7.J • Purpose For The Change • This data will be used to provide a comparison of infractions by district to inform future initiatives and strategies out of the Indian Education Division. • This data will allow the IED to address any disproportionalities of Native American infractions across the state.
New Data Elements and Improved Reporting • Tribal Education Status Report • Each of the 23 Native-serving districts will provide a local Tribal Education Status Report with data on the 12 indicators as identified in the Indian Education Act. • Indian Education Coordinators will have STARs access (view-only). • Completion of the reports will require collaboration between Indian Education Coordinators and STARs coordinators. • Statute/Regulation Relating to this Request • Indian Education Act Rule – Implementing the Indian Education Act 6.35.2 • Purpose For The Change • To provide local Tribes and stakeholders with local district data and outcomes to inform consultation and collaboration efforts that will lead to improved Native American student outcomes.
