Why Mobility? At risk index is an important component of district funding formula; comprised of • Poverty • Mobility • ELL * State charters inherit the mobility data for the district in which they physically reside
What is Mobility? Ratio of students • Unstable enrollment / stable enrollment Essentially but not actually • Unstable enrollment = students who were enrolled elsewhere and students who disenrolled • Stable enrollment = students who enrolled without being somewhere else first (E2 + R2 + (W1 thought W81) – R3)/ (E1 – WD)
What do we look for? • Mobility rate >.4, or <0 • Significant changes in rates or enrollment • Enrollment less withdrawals is much different than total EOY enrollment • R3 greater than W’s • Data is unreasonable
