2. Monitoring for Removal of Vegetative Debris
APPLICANT RESPONSIBILITIES
3. Debris Eligibility Must be a direct result of a Presidential Declared Disaster.
Must occur within the designated disaster area.
Must be the responsibility of the applicant at the time of the disaster.
Must eliminate an immediate threat to lives, public health or safety.
4. One of the following criteria must apply… Removal eliminates immediate threats to lives, public health and safety.
Removal eliminates threats of significant damage to improved public and private property.
Removal ensures economic recovery of the affected areas to the benefit of the community at large.
5. Eligible Debris Eligible debris consists of damaged trees, woody debris that exists in the right-of-way or applicant owned property and creates an immediate threat to lives, public health and safety, and presents a health and safety threat to the general public or to the users of an eligible facility.
6. Wooded Lots and Forest Areas Are not eligible for FEMA reimbursement
Unless public lands (Parks, etc)
Debris must be in normally maintained area of the park.
7. Force Account Debris Removal Only overtime labor is eligible.
All equipment is eligible.
All material is eligible.
Contract services are eligible.
Contract services must be bid in accordance with Federal, State and local laws.
8. Force Account Applicant Monitoring Applicant must monitor debris removal conducted by force account personnel.
Measure trucks.
Maintain daily logs.

Use trip tickets
Final destination of debris is important

9. Remove debris ONLY from Public Right Of Way NOT FROM PRIVATE PROPERTY
