Mission Statement Identify issues and develop resolutions to achieve the goal of Intelligent Mail implementation in May 2009.
Group Statistics • Leadership • USPS • Kelly Lorchick • Bob Galaher • Industry • Steve Krejcik • Phil Thompson • Discussions • 25 telecons • 3 face to face
Group Statistics • Accomplishments • Started Sept 2008 with Wkgp 117 Issues • As of Apr 2009 – 13 Open, 14 Task Groups • Task Groups (14) • 3 Task Groups Completed and Closed • 1 Task Group Delayed • 5 Task Groups In Process • 2 Task Groups On Hold • 3 Task Groups In Review
Task Groups • TG I: Service Codes / Auto & Non-Auto. Full Service assigned in barcode at piece level vs. mailing level • Need to address FS service type codes on Auto/Non-Auto flats. • TG II: Allocation of additional ACS charges • Document how mailers will receive/charged for FS ACS records associated to non-FS rates/outside free window/duplicated mailpcs. • TG III: Transportation Management System (TMS) Integration • Method to get TMS data to mailer • Mailers waiting on USPS IT to provide TMS connectivity/security samples. • Document TMS processes and procedures
Task Groups • TG IV: Priority Mail Open and Distribute • Closed – writing requirements to submit to IT. • TG V: Endorsements on Full Ser STD Mail, ACS Endorsements for letter mail impacts • USPS agreed to mailer controlled solutions for short term May 2009 release. • On-hold until resources available to work long term complete solution. • TG VI: CSA’s to cover dynamic plant loads • Preliminary agreement • Finalizing document
Task Groups • TG VII: Business Reply Mail • Spawned new MTAC WG • TG VIII: Pallet Placard Location • No change in requirement – must be outside stretch wrap • Delay implementation until Nov. • TG IX: Consequences if …. • Detail list of how various situations will affect full service • Spreadsheet in MITS detailing situations • USPS working on responses to additional questions
Task Groups • TG X: 3rd party updates of data • In discussion - expanded scope when PO! backed off commitment for Owner / Provider joint updates • For the scenarios - identifying if framework can support authentication, authorization, integrity, and confidentiality of data access to specific users. • TG XI: Range Records vs. Piece Detail • When a mailing’s mail class changes and the mail class should remain unchanged IMR/PDR file. • Mail.dat fails validation when range count doesn’t equal copies count in the IMR/PDR file. The range count must equal piece count – not copies.
Task Groups • TG XII: FAST 1 hr Update Data Content • Issue – updating eDocs with logical/physical data for Origin Entry mail. • USPS agreed to business solutions. • Need to resolve IT issues to implement business solutions. • TG XIII: CONFIRM 3 hr Rule • On-hold – identifying FS data timing issues. • TG XIV: Co-Pal • Issues – virtual sacks on pallets, co-palletizing trays or sacks across segments onto mother pallets, OCI files.
Open Issues • 13 Open Issues not assigned to Task Groups • Some are Perceived “Show Stoppers” • Issue that is limiting a segment of the industry to participate in IMb Full Service • USPS – Industry looking for solutions • Implementation timeframes are not defined for all
Perceived Show Stoppers • Periodical Mailings • CPP-NY can not mix in co-mails with Full Service • PostalOne! unable to support periodical pending in 16-20 ounces • PostalOne! does not support IMb for each piece within a Firm bundle • ACS transactions do not get passed for CPP-PO! until postage is paid (14 days after mailing)
Perceived Show Stoppers • Commingling / Continuous Mailers • PO! does not support submission of virtual containers without a physical container • PO! does not allow updating key information after postage is paid. • First Class Mailers using Optional DMM Pallet Option • PO! will not support until a later release • Mixed Class Co-Mail • No USPS support until Nov. 2009
