Consolidated grant application for Titles IA, IIA, IIIA, IVA Consolidated workbook benefits: • Streamlined – dropdowns and automation that helps with accuracy and reduces burden • Connects to district planning that is already happening • Embedded tips and resources for real-time assistance Possible challenges: • The consolidated workbook must be complete before any of the ESSA grants can be reviewed and approved • EdGrants still requires completing budgets for each grant in addition to budgets in consolidated worksheet

Tab 1. Signature page (cover sheet) • Select district from drop-down: This will populate certain information • Enter allocations: This page is important because these numbers feed calculations throughout the application • Submitting Signature Page: Submit signed, dated, complete Signature Page in PDF with each EdGrants Budget • Due date: September 13, 2019 NEW • Start date:Date of substantially approvable submission
Tab 2. Contact information Enter contact person for each grant Reminders: • Update Directory Administration (DA)! We pull email addresses directly from DA for our email blasts. If there are changes to Title program administrators in your district, be sure to ask your district’s directory administrator to update your DA: http://www.doe.mass.edu/infoservices/data/diradmin/ • Summer contact information. Much Title program grant approval activity takes place in summer months. Be sure to include summer contact information on this page if different from your school year information.
Tab 3. Allocations and flexing Purpose of this tab: • Allows districts to indicate which funds, if any, it wants to flex from Title IIA and/or Title IVA for use according to the rules of other ESSA Titles. • Creates a post-flexing total for each Title that will be used to allocate funds used for private school services, administrative expenses and other district reservations, and school allocations for Title IA • TIP:Think about flexing the rules for funds from one title to another rather than actually combining funds from two programs. For example, if a district flexes $4,000 of its Title IIA funds into Title IA, the rules of Title IA now apply to that $4,000, although the funds are still reported in the district’s Title IIA budget worksheet and in EdGrants.

Tab 5. Districtwide strategies • District Plan: Taps into strategies from district improvement planning already required of districts. • Stakeholders: Stakeholder groups consulted for use of ESSA funds. • Family engagement: Captures overlap regarding family and community engagement work required for all Title programs. • Equitable access to excellent educators: ESSA priority. Incorporates DESE’s tool for examining equitable access, Student Learning Experience (SLE) reports, and district strategies to address any equity gaps. • Districtwide Strategies: District identifies major districtwide strategies for the year and indicates funding sources. Any strategy that uses a Title program’s funds will automatically migrate to that program’s narrative page for further detail.

Title IA narrative • All activities in the budget must be described in the narrative • If you indicated Districtwide Strategies funded through Title IA, that initiative will automatically pull into the narrative tab for Title IA • Additional space to describe other activities not covered on Districtwide Strategies tab • Dropdowns to select sources of data that prompted the activity, and data that will be used to monitor the activity

Submission • Submit a completed budget in EdGrants for each Title grant • Upload a signed, dated signature page with each Title grant in EdGrants • Upload completed consolidated grant workbook in EdGrants with Title IA submission • Upload signature page of Grant Assurances in EdGrants with Title IA submission • Upload affirmation of consultation forms from participating private schools, and signed schedule A form, if applicable • Incomplete workbooks are not “substantially approvable” and will delay approval and start date of your grants Deadline: September 13, 2019
