What is ST RDOP? • The South Transdanubia Regional Development Operational Programme is a programing document guiding the absorption of the domestic regional development funds similar to those elaborated for the European Union’s funds. • Serves as a basis for the project selection for TRFC and further decentralised local governmental sources (TEKI, LEKI, CÉDE, TEUT).
Implementation • Implementation is regulated by decrees that set the rules of the single funds (allocations: TRFC, TEKI etc.): • Co-financing rate, • Maximum amount of grant etc. • Issued by: MNDE, MLG • New regulation will be put in force in January 2009 as it is foreseen.
Guidelines • ST RDOP is a document of the Operational Programme level; • Territorial priorities; • Development areas were specified by a result of a needs’ assessment (they can’t be co-financed by EU funds) • 20% ESF - 80% ERDF-like • Projected amount of TRFC and HÖF (TEUT, CÉDE, LEKI, TEKI) ~ 7 Mrd Ft
Structure of ST RDOP • Priority I: Development of the region’s big cities; • Priority II: Development of the region’s small and medium sized towns; • Priority III: Development of settlements with no town rank and of areas characterized by small villages and rural areas rich in landscape values.
Priority I: Development of the region’s big cities • Construction 1: Development of cultural tourism; • (museums, open air programmes, festivals) • Construction 2: Development of the local society and civil relationships • (presentation of creative associations, social cultural activities, sport facilities, bicycle paths) • Construction 3: Establishment of liveable urban environment, development of cultural and creative industry • (reconstruction of roads, enhancement of business locations, telework) • Beneficiaries: Kaposvár, Pécs, Szekszárd
Priority II: Development of the region’s small and medium sized towns • Construction 1: Improvement of the urban quality of life and enhancement of the area development capacities • Interventions in health care, social care, improvement of the quality of life, communal services, protection of environment, public administration, prevention of crime. • Construction 2: Development of the business infrastructure • Development of roads, enhancement of business locations, marketing. • Construction 3: Civil and social cooperation in the area • Cultural activities, elaboration of development documents for areas, presentation of creative associations, sport and leisure activities. • Beneficiaries: Towns, microregional associations, enterprizes, civil organizations.
Priority III: Development of settlements with no town rank and of areas characterized by small villages and rural areas rich in landscape values • Construction 1: Improvement of the quality of life in settlements • Interventions in health care, social care, improvement of the quality of life, communal services, protection of environment, public administration, prevention of crime, programmes for the roma population, allocation of land for social purpose. • Construction 2: Development of producting investments • Development of roads, enhancement of business locations, telework, marketing. • Construction 3: Strengthening local communities and civil relationships • Cultural activities, elaboration of development documents for areas, presentation of creative associations, sport and leisure activities • Beneficiaries: settlements with no town rank.
Further steps of planning and programming • RDC resolution on the approval of the ST RDOP • December 2008; • Elaboration of the decrees related to ST RDOP • First quarter of 2009; • Submission of ST RDOP to the Government • First quarter of 2009.
