The Portuguese NSRF 2007-2013. A background The Portuguese National Strategic Reference Framework (NSRF) 2007-2013 was signed in July 2007 Its preparation was contemporary of the preparation of two other national strategic reference documents of importance for this overview: The National Sustainable Development Strategy The National Spatial Policy Programme The National Sustainable Development Strategy (ENDS), adopted by the Government in June 2006, with its seven objectives for action, draws a set of conditions for a sustainable growth path to make Portugal in 2015 an attractive and competitive country in the EU, in a framework of high economic, social and environmental development as well as social responsibility. Aiming to integrate the economic, social and environmental policies, the ENDSenhances the fundamental role of the Portuguese cities in this development process and the importance of making them more attractive and sustainable.
The Portuguese NSRF 2007-2013. A background The National Spatial Policy Programme (PNPOT), adopted by Parliament in July 2007, sets the framework for integrated spatial development and for territorial cohesion, through the coordination of sectoral policies with relevant territorial impacts, the rationalisation of settlement patterns and infrastructure networks and more efficient use of territorial resources Based on a diagnosis of current territorial and urban constraints, challenges and potentials, PNPOT draws a comprehensive action plan for territorial and urban development, with a sustainable development perspective. Strengthening the national urban system, making cities more competitive and attractive to live and work in, avoiding urban sprawl, promoting urban regeneration, improving on public space and built environment quality, functionality and energy efficiency, modernising infrastructure and service, ensuring social cohesion and employment, are some of the guidelines drawn by the strategic and specific objectives set out in PNPOT
The Portuguese NSRF 2007-2013. A background Between 2005 and 2007 a coordinated comprehensive set of integrated urban policy instruments aimed at promoting city regeneration, competitiveness and innovation through networking as well as at improving quality of life and enironment in the cities, was also designed and adopted under the name Policy for the Cities POLIS XXI ENDS, PNPOT and Policy for the Cities, as well as the National Action Plan for Growth and Employment (PNACE). are part of a coherent set of national framework policy documents that were considered in the design of the NSRF 2007-2013. The implementation of these policies, namely through the opportunities provided by the NSRF and the OP, creates synergies and complementarities that are an added value for the coherence of public policies interventions aiming at economic, social and territorial development.
The structure of the Portuguese NSRF 2007-2013 The Portuguese National Strategic Reference Framework (NSRF) 2007-2013 stated main strategic objectives are: «Qualification of the Portuguese population, enhancement of knowledge, science, technology and innovation and promotion of high and sustainable levels of economic and socio-cultural development and territorial qualification, in a framework of enhancement of equal opportunities as well as of increasing efficiency and quality of public institutions» To pursue these objectives, the NSRF is structured along three Thematic Agendas: The Agenda for the Human Potential The Agenda for the Factors of Competitiveness The Agenda for the Territorial Enhancement These correspond to three Operational Agendas (under the same name)

The urban dimension in the Portuguese Operational Programs Thematic Operational Programmes«Human Potential» and «Factors of Competitiveness» incorporate priorities that are indirectly related to urban regeneration and to city competitiveness The mainstream Policy for the Cities POLIS XXI is found in Axe IX of Thematic Operational Programme «Territorial Enhancement» and the five Mainland Regional Operational Programmes, responding directly to the strategic and specific objectives of PNPOT OP Territorial Enhancement incorporates one of the three policy instruments of Policy for The Cities POLIS XXI (Innovative Responses to Urban Challenges) The other two policy instruments (IP1 – Partnerships for Urban Regeneration and IP2 – City Networking for Competitiveness and for Innovation) are in the Regional OPs The two Autonomous Regions Operational Programmes also incorporate the urban dimension in their specific objectives

The Policy for the Cities POLIS XXI (2007-2013) Operational aims To qualify and integrate the different urban areas in inclusive, coherent and sustainable cities, with active involvement of their inhabitants To strengthen and to diversify the human, institutional, cultural and economic assets of each city, in order to broaden the range of opportunities offered to its citizens and to enhance the city’s role at regional, national and international level To qualify and increase the integration of the city in its surrounding region, in order to promote sustainable complementarities between urban and rural areas and to enhance the city-region’s potential for development To innovate in the field of urban development, by applying the integrated urban sustainability approach and promoting the efficiency of infrastructures, services and facilities, the control of urban sprawl, the use of ICT, local capacity-building and new forms of public-private partnerships

Innovative Solutions for Urban Challenges The objective of this policy instrument is to promote the adoption of innovative solutions for the current urban challenges and development problems It will support pilot-projects, both material and immaterial, aimed at developing new solutions and promoting the diffusion of their results or at testing and adapting innovative solutions implemented in foreign cities but not yet generally adopted by Portuguese cities To be implemented through Axe IX of the Thematic Operational Programme Territorial Enhancement (POVT). Funds for implementation total 90,0 million Euro Key-figures: 75 projects will be selected and co-financed between 2008 and 2013 2/3 of the available funds to be distributed between 2008 and2010 Average project duration estimated at 3 years Average co-financing of each project estimated at 1,2 million Euros
Innovative Solutions for Urban Challenges Eight thematic areas for project submission: Provision of services of general interest in the cities Accessibility and mobility in the cities Public safety, risk management, security and crime prevention Management of public space and the built environment Sustainability in building Urban environment Innovation and entrepreneurship related to the use of natural resources in the cities Urban governance and stakeholder participation (citizens, social and economic organisations) Addition of newthematic areas may occur during the implementation of this policy instrument
Innovative Solutions for Urban Challenges Target beneficiaries: The municipalities and their associations Central Administration bodies Public enterprises Entrepreneurs’ associations Universities and research centres Non-profit private organisations Private enterprises in partnership with municipalities or their associations, or with central Administration bodies or public enterprises Co-financing by Axe IX of POVT applies only to Objective 1 Regions (see previous map)
Innovative Solutions for Urban Challenges DGOTDU will be responsible for managing implementation of this policy instrument DGOTDU will act under contract with the POVT Managing Authority, with delegated powers to run the public tenders, select the projects for co-financing and to monitor and assess project implementation Criteria and methodology for project selection are extensively publicized. Added-value in terms of innovationand sustainability are key-factors Designated external thematic experts will assist DGOTDU in the project selection procedure by preparing project assessment reports First public tender was launched 10 March. Projects may be submitted until 22 June. First contracts are likely to be signed by October 2008 A second public tender will be launched in October 2008
