Kharif weather: 2015 • South west monsoon highly erratic. June (+16%) July (-16%) August (-22%) • At national level deficit in rainfall is -14 %. Region wise deficit: South Peninsula ……….. -14 %, Central India …………… -15% North West India…….. -21% East & North East India -09% • Deficient rains in Nagaland, Manipur, Mizoram, Bihar, Uttar Pradesh Uttarakhand, Haryana, Punjab, Himachal Pradesh, Gujarat, Goa, Maharashtra, Telangana, and Kerala.
Kharifweather: 2015 • Monsoon coverage: Out of 36 sub-divisions, 19+1 sub-divisions constituting 64% of total area have received excess/normal and 16 sub-divisions constituting 36% of total area received deficient rains. • Only one subdivision West Rajasthan received excess rainfall. • No subdivision received scanty rainfall • Incidence of floods in Assam and Gujarat. • No serious disease/insect-pests observed except some sporadic incidence of white fly in cotton and soybean.

Rainfall in week ending 16th September 2015 Normal rainfall : 44.0 mm Deficit : -30% However, most rain deficit regions have received more than normal rainfall in this week. The regions are : Marathwada: : 50% Madhya Maharashtra : 92% NI Karnataka : 173% Telangana : 81% Rayalseema : 26%

Strategies for rabi 2015-16 Main crops in Rabi are: • Wheat • Gram, Lentil • Rapeseed & Mustard • Rabi maize, jowar
Strategies for rabi 2015-16 • Region specific crop planning – taking into account moisture availability. • Pre-positioning of Inputs: Seeds, bio-agents/ agro- chemicals, soil amendments- lime , gypsum, fertilizers, micro-nutrients. • Moisture conservation & timely sowing :Laser land leveller, zero till seed drill , rotavator, happy seeder. • Focus on rice fallow area for sowing pulses and oilseeds. • Promotion of relay cropping / intercropping: To enhance the production and profitability. • Area specific application of micronutrients – sulphur, molybdenum, zinc , boron , etc
New initiatives for rabi 2015-16 • Additional area coverage in rabi and summer pulses under NFSM. • Additional area coverage in rabi oilseeds under NMOOP. • Intercropping of pulses, oilseeds and coarse grains . • Pulses and oilseeds cultivation in rice fallow areas under BGREI • Focus on summer moong • Pulses and oilseeds demonstrations by KVKs throughout the country. • Higher level seed subsidy for replanting where crops damaged occurred during kharif season
Potential of pulses & oilseeds in rice fallows • About 8 million ha land remains fallow after paddy harvest in Eastern States. • Lentil, chickpea and lathyrus among pulses can be sown. • Mustard, safflower and linseed among oilseeds can be sown. • Identification of potential districts with large area of rice fallows. • Availability of seeds of suitable varieties. • Use of natural resources like tank/watersheds for providing life saving irrigation. • Pooling of resources from NFSM, NMOOP, ATMA, RKVY and schemes MNREGA . • Motivating large number of farmers in a village to take up cultivation.
Specific issues • Yellow rust & karnal bunt: Each state should have strategy to manage these diseases. • Enforcement of seed certification standards : wheat karnal bunt. • Promotion seed production during off season to make up the deficiency.
