Background • Previous Class V teaming efforts: • Functional SMEs assembled for workshops • Workshops conducted 2-5 March on Scott AFB and 20-23 April at Joint Munitions Command • Developed As-Is and To-Be Class V distribution process architectures based on SCOR model • Recommendations from April 04 interview with MG McManus, Commander, Army Field Support Command • Development of initial 18 change proposals

  3. 3-5 Nov Workshop • Service/CENTCOM Representatives participated • Supply Chain Operational Reference (SCOR) Model briefed as tool to ID gaps • Distribution Process Gaps • 38 gaps identified • Narrowed to 12 • Then to 3 most significant gaps • Retrograde process selected as subject for CBAT 90 day effort • Scaleable to 90 day effort • Same process as deployment, only reverse • CBAT effort began 8 Nov • Effort re-scoped to entire end-to-end at Level 3 detail

Methodology • Initially 1637 line activities (SCOR level 3/4/5 for all classes of supply) • 385 line activities when narrowed to Class V (SCOR level 3/4/5) • 41 line activities for level 3 detail analyzed for gaps • 15 gaps -- mission critical (potential mission failure ) • 3 gaps -- mission essential (increases mission effectiveness) • 7 gaps -- nice to have (increases mission efficiency) • Other 16 activities not identified as gaps • Results were distilled to 6 high-level gaps • Cross referenced to 18 recommendations from SME IPT

CBAT Critical Gaps • Collaborative planning and execution of requirements for wholesale and retail movements • Collaboratively analyze distribution feasibility with automation • Collaborative munitions forecasting • Cross-leveling of theater munitions • Confirmation of munitions receipts within inventory management systems • Theater unit-level inventory visibility & automated expenditure reporting

Process Recommendations • Proposal 1: Collaborate priorities supporting deployment and sustainment • Proposal 2: Deploy retrograde processing teams and equipment • Proposal 3: Collaborate munitions requirements during adaptive and crisis action planning • Proposal 4: Identify Ammunition by Lot Number • Proposal 5: Co-locate Item Managers and Transportation Specialists to collaboratively source requirements • Proposal 6: Establish end user receipt confirmation process • Proposal 7: Expedite retrograde by increasing trained inspectors • Proposal 8: Publish DPO "way ahead" • Indicates addressed by CBAT gap analysis

Process Recommendations cont. • Proposal 9: Consolidate LTL shipments of AA&E • Proposal 10: Army re-emphasize logistics situation reporting • Proposal 11: Provide customer contact info to address RDD • Proposal 12: Cross level stocks • Proposal 13: Improve sustainment planning by increasing customer awareness of distribution capabilities • Proposal 14: Develop shipping container alternatives • Proposal 15: Streamline emergency response for shipments • Proposal 16: Establish a Joint Munitions Agency • Proposal 17: One agency provide munitions for deployment • Proposal 18: Visibility to leverage contracts across Services • Partially addressed by CBAT Gap analysis
