FY09 Key Achievements • Health & Wellness Current Workforce Initiative • HSS-sponsored -- Univ of Maryland & Harvard • Progress with communicating initiative to ANL, SNL, LLNL SRS and Occupational Medicine • Commitment to-date to sponsor health survey – ANL & SNL • Separate, but related initiative on Aging Workforce Study – Safety & Illness - HSS-sponsored • HAMMER Training & Education Pilot – focus on Metal Trades, Protective Force and Fire Fighters • Goal – determines not-so-obvious health risks • Measures effectiveness of wellness programs • Promotes incentives for employees to improve • Can be analyzed by Critical Skill sets
FY10 Key Achievements To Date • Conducted strategic meeting yesterday with DOE HC Sponsors and Office Principals • Discussed broad aspects of strategic HC objectives and DOE program expectations • 8 Offices represented • Chief, Human Capital Officer (CHCO) • Chief, Health, Safety & Security • Office of Environmental Management • Office of Science • Office of Strategic Planning, Resources and Integration, NNSA • Office of Procurement & Assistance Management • National Training Center • Office of Nuclear Energy
FY10 Forecast of Activities • Re-constitute HCWG • Integrate DOE strategic objectives and align WG by DOE Program Offices • Expansion with Office of Science • New engagement with Nuclear Energy, Chief HC Officer, National Training Center • Align HCWG along DOE Program Offices • Leverage good work from NNSA People Team for EFCOG application • Integrate OPM HC standards as “Next Practices” • Strategic Alignment - Leadership and Knowledge Management - Performance Culture - Talent Management - Accountability Website:http://apps.opm.gov/humancapital/

Problems/Issues – HC Challenges • HC is “new science” across Federal agencies and industries • Public Law No. 107-296 — Chief Human Capital Officers Act of 2002 enacted as part of the Homeland Security Act of 2002 • CHCO Act signed into law Nov 25, 2002; DOE O 328.1 implements law for Federal Employees • Modeled on the positions of Chief Financial Officer and Chief Information Officer created in the 1990s • Chief Human Capital Officer is charged with the responsibility to elevate the human resources management within the federal workforce to the level it deserves, and focus resources and attention on workplace issues • OPM developed HC standards and metrics – New School Thinking – Next Practices vs. Best Practices • DOE Contractor HR Management Programs defined in DOE O 350.1 • Provides compliance only - Old School
Problems/Issues – HC Challenges • Reconstitute HCWG along DOE Program Lines with support from respective EFCOG program contractors • Provide both strategic HC leadership and tactical HC leadership to DOE • Covers Enterprise-Level (Sustainability - Lateral) and Program-Level (Execution - Depth) • Leverage OPM Standards and Metrics • Focus on “Next Practices” • Moves EFCOG into “New School Thinking” on HC
