History • 2008 Hurricanes Ike & Gustav struck the Gulf Coast • As a result of the fuel crisis the LOS Board gave a Directive for this project & LOS staff found a funding opportunity • LOS could not be funded directly so The City of Asheville became the Project recipient/lead • LOS created initial network between lead Agencies such as US DOE, SEO, NCEM and our local governments • LOS hired an Energy Assurance Coordinator – Denese Ballew • We are the only regional project of this type in the nation

Overview • Focus • Building regional energy assurance capability to allow Counties/Cities to better prepare for a fuel shortage or disaster • Coordinating and communicating state-wide and with one another on energy security, reliability, and emergency response issues. • Objectives • Strengthen and expand local government energy assurance planning and resiliency, • Reduce the impacts from energy supply disruptions such as premature budget depletion resulting in the inability to provide services.

Overview Cont’d Task 1.0 – Energy Assurance Planning • Modeled after the Local Energy Assurance Guidelines (http://www.pti.org/docs-sust/LocalGovernmentEnergyAssuranceGuidelines.pdf) • Developed by Public Technology Institute (PTI) and DOE Office of Electricity Delivery and Energy Reliability (OE). • The Plan should incorporate response actions for new energy portfolios.

Overview Cont’d Task 4.0 - Energy Assurance Plan Implementation Activities • Subtask 4.1 – Develop a communication system featuring web-based tools • Subtask 4.2 – Develop a plan/strategy to track regional fuel levels, storage capacity and forecasts. • Subtask 4.3 – Develop replicable curricula (planning materials, communication tools, and case studies). • Subtask 4.4 – Assessthe current capacity and potential of alternative fuels, renewable energy, and new technologies. Task 5.0 – Conduct an Energy Assurance Table Top Exercise to incorporate the energy assurance plans.

  6. Current Status • Periodic Project Team Meetings • Created a website • Created Initial Survey & sent to local governments • Created 2 Work Groups • Fuel Acquisition • Conservation • Working on Regional Plan .

  7. Next Steps • Planning Workshop • Continue Developing Networks among energy providers • Develop a Public Information Website • Create a Tabletop Exercise Work Group

Deliverables • Communities with Energy Assurance Plans that are better prepared during an energy emergency • Inventory of regional fuel use, and capacity to create a baseline • Publish long range fuel plan that can be utilized to acquire fuel and resources in the future • Tabletop Exercise to test everyone's plan and improve regional coordination • Established networking and communications platform that can be utilized by the region to acquire resources and inform the public
