  1. Workshop on Programming in support of Anti-Corruption AgenciesBratislava, 30 June - 1 July 2009 UNDP work in support to AC agencies

Most common types of support: • legislative review (gaps analysis, UNCAC compliance) • other types of expertise (on AC policies) • implementation of awareness campaigns • cooperation with civil society (including CD of NGOs) • development of diagnostic methodologies • development of other AC instruments/tools (monitoring mechanisms, manuals, codes of ethics) • networking/transfer of knowledge with other ACAs

  3. Questions to explore: • Do these types of assistance = capacity development? • Does increase in outputs = increase of capacity? • Does CD = internal knowledge/skill development? (vs. activity support) • What is the link between CD and sustainability? (is CD one aspect of sustainability?) • What are key lessons from CD initiatives? • Is funding (of activities) all that is needed? • What should be ACA involvement in outsourcing? • What capacities to manage external knowledge? • What activities most useful? When?

  4. Preliminary lesson 1: Assistance in performing mandated tasks (legislative reviews, development of tools, campaigns) • Extends the reach of ACA • Promotes visibility / develops profile • Promotes confidence in ACA  develops capacity What should be the role of the ACA?

  5. Preliminary lesson 2: Development of capacity of civil society organizations: • Assists ACAs in forming partnerships • Expands pool of resources • Assist in fulfilling ACA mandate  develops capacity What are the lessons in working with civil society?

  6. Preliminary lesson 3: Networking / knowledge-sharing with other ACAs: • Opportunity to discuss common challenges • Reviews of approaches/remedies • Identification of expertise  develops capacity Best methods to promote networking / knowledge-sharing?
