EASA Licence Conversion Notes General • You will come across reference to ‘Part – FCL’ in most written documents concerning the transition to EASA regulations. This stands for ‘Part-Flight Crew Licensing’ as referred to in Annex I of the regulations. • Existing national BGA rules which currently allow us to fly will end on the 7th April 2015. • From that date, pilots flying EASA sailplanes, powered sailplanes and Touring Motor Gliders mustcomply with EASA Flight Crew Licensing requirements.
Why do I need an EASA licence If you only fly vintage/Annex II gliders then you don’t. After 7th April 2015 you will need a licence to fly an EASA glider/TMG/SEP. After April 7th 2015 you are either a licensed pilot or a student pilot Parts of the BGA system willdisappear.
When to transition. • You have 14 months. • It’s a winter project. • Briefing sessions for members.
Training requirements for a Sailplane Licence 16 years old. Applicants for an LAPL(S) shall have completed at least 15 hours of flight instruction in sailplanes, or powered sailplanes, including at least: 10 hours of dual flight instruction; 2 hours of supervised solo flight time; 45 launches and landings; 1 solo cross-country flight of at least 50 km (27 NM) or 1 dual cross-country flight of at least 100 km (55 NM) Skills Test
Theoretical knowledge examination Common subjects: Air law, Human performance Meteorology, and Communications Specific subjects concerning the different aircraft categories: Principles of flight, Operational procedures, Flight performance and planning, Aircraft general knowledge, Navigation.
Sailplane Licences Sailplane Pilots Licence (SPL): is an internationally compliant licence to fly sailplanes and Touring Motor Gliders. The holder of the SPL must hold a minimum EASA Class 2 medical (same as JAA Class 2 medical). Light Aircraft Pilots Licence for Sailplanes – LAPL (S): used throughout Europe to fly sailplanes and Touring Motor Gliders. The holder of the LAPL (S) must hold a minimum EASA LAPL medical Certificate.
Flying non-EASA sailplanes Those flying these sailplanes listed as Annex II will not need a new licence and continue to fly these sailplanes using the traditional BGA certification and medical standards. They will not be allowed to fly any EASA sailplane.
Medicals NPPL GP endorsed declaration is not a medical certificate and cannot be used to support a licence. LAPL(S) applicants must have a LAPL medical certificate issued by a GP or an AME. The GP will use an online form to the CAA. An SPL applicant must have either an EASA Class 1 or 2 issued by an AME. JAA Class 1 or 2 are deemed EASA certificate and will be changed to EASA on next renewal. Medical issues can be complex and whether or not an issue will preclude the issue of a medical certificate can be clarified by an AME. Alternatively the CAA offers advice at www.caa.co.uk/medical.
Supporting documents BGA have produced a conversion guide, FAQ’s section and guidance notes for completing the application process. Ratings you are applying for must be current. Logbook evidence (copies of relevant pages) and copies of any endorsements/ratings. All copies need to be certified by an approved person i.e. CFI
Instructing Under Part-FCL • The distinction between Full and Assistant Flight Instructors disappears, you all become Flight Instructors. • A newly qualified Part-FCL Instructor’s privileges are restricted to instructing under supervision of an unrestricted instructor until they have completed a specified amount of instruction. A restricted instructor may not send a pupil on their first solo or first x-country flight. An instructor who is remunerated for instructing must hold an SPL

Examining under Part-FCL • The BGA old system had SRE’s to maintain overall standards, RE’s to test instructors and instructors with certain privileges to test for the Bronze. Recently the BGA adopted a new structure that include BGA Flight Examiners (FE’s) and BGA Flight Instructor Examiners (FIE’s) • Under Part-FCL Instructors do not have examining privileges. Under Part-FCL examiners will be authorised by the CAA following recommendation by the BGA. Conversion of Sailplane Licences and Ratings From 8 April 2015 it will be mandatory to hold a Part FCL licence to fly EASA Sailplanes. • Although conversion requirements are detailed in CAP 804, holders of existing BGA Glider Certificate shouldcontact the BGAdirectlyregarding conversion to a Part FCL sailplane licence from either a LAPL(S) or SPL. This includes any associated ratings, such as sailplane towing ratings, that are being added to the LAPL(S) or SPL at the time of licence issues. • For information on adding a sailplane towing rating to an Aeroplane licence, such as a Part FCL PPL(A), please see the guidence notes on sailplanes.
Processing time (On receipt of all required information)The CAA / BGA endeavour to process applications in 10 working days from receipt. Incomplete applications are not subject to the 10 working day turn around until all application requirements are met. Validity periodThe licences are valid for life, subject to recency and medical requirements being maintained.

If you are not applying for a LAPL(S) or SPL on the basis of a BGA certificate, then please submit application form SRG 1104. • If applying for an additional rating, then please submit application form SRG 2157. You will also need to provide a certified copy of your Certificate of Revalidation page from licence, and evidence showing that you meet the conversion requirements as stated in CAP804, Section 4, part P.
Basic Instructors • After the 7th April 2015 the title of ‘Basic Instructors’ will no longer exist & as such will no longer be entitled to instruct. • EASA has never recognised the need for the rating. However, SPL and LAPL(S) holders can have passenger carrying privileges based on experience and checks. • Following confirmation that the minimum Part-FCL requirements have been met (SPL or LAPL(S) plus a number of hours and launches experience as a pilot in command) the BGA will require a short safety training session as well as checking of some description within our club. • Those who held a BI rating at conversion will have already carried out similar training and checks as part of previous BI experience. • We at KGC will continue to train those who are interested in passenger flights along the old BI course. The decision as to who will qualify will be the responsibility of the CFI. • Air Experience Flights will become known as Trial Flights and NO instruction is to be given.
Conversion Process There are a number of differences between the BGA Gliding Certificate & Endorsements and those of Part-FCL. These differences result in a number of conversion requirements – that is, evidence provided with an individual’s application. The detail is identified in the ‘BGAconversion application form guidance’ supplied with the ‘BGAconversion application form’.
Application When you have decided to apply for a Part-FCL gliding licence you will need to: Read the available guidance including the FAQ at www.gliding.co.uk/bgainfo/licensing/easalicensing Decide if you need to obtain a medical or qualify further or re-qualify under the BGA system before converting. Decide what type of licence & additional qualifications you are going to apply for. Use the application form completion guidance to assist you in correctly completing the conversion form. Cloud Flying • Part-FCL will include a Cloud Flying rating but at the moment, whilst the legislative process is being completed, is unavailable. It is advised those who wish to have this rating should apply to the BGA to have their current licence endorsed accordingly, details are in Laws & Rules. The endorsement is issued free of charge by the BGA and any pilot who submits a completed BGA application together with supporting documentation with their Conversion Application Form, will have it duly endorsed on their licence. On the 26th January, I together with Peter Carpenter and Tony Moulang attended a BGA course in order to obtain our Cloud Flying Endorsement. Our next step is to obtain our examiner rating (hopefully). This will enable us to check and endorse those wishing to have Cloud Flying ratings on their licence.
Other Ratings must be added where applicable Radio Licence: You do not need a radio licence to hold an SPL or LAPL(S) You do need one to hold a PPL(A) or LAPL (A) You will need to be level 6 English proficient as recorded by the CAA. Towing Sailplanes under Part-FCL • Part-FCL will include a sailplane towing rating. Previously, with the BGA there was no requirement for a towing rating. • The conversion requirements include a route for pilots who have TMG privileges attached to their SPL or LAPL(S) to add the rating to their new licence. This will authorise them to tow with a TMG but only a TMG. Aeroplane Licence Holders: Powered Licences – NPPL(A); UK PPL(A) and JAR PPL(A) the conversion process is conducted directly with the CAA. CAP 804 details the requirements, but briefly the following notes may help
Requirements for Towing: • Prior to 7th April 2015 convert UK licence to a Part-FCL licence. • Qualified through a BGA gliding club. • Log book evidence of 30 hrs plus 60 take-offs and landings in either an aeroplane or TMG completed after the issue of the UK licence. • Show log book evidence of at least 10 flights as PIC towing a sailplane at a BGA club. The rating will be restricted to aeroplanes only. • The above requirements also apply to a TMG and are restricted to that type of TMG.
Requirements for Towing cont’d • If you fly both types of aircraft the following will apply: The rating is specific to aeroplanes or TMGs – to extend the privilege to the other class at least 3 dual training flights must be successfully completed in the other class. To have a TMG rating on your sailplane licence instead of your aeroplane licence you will need towing ratings on both your LAPL(S) or SPL and your LAPL(A) or PPL(A). • To retain the rating 5 tows during the last 24 months is required.
Towing Instruction - CRI • There is a need to ensure that those pilots who have coached other pilots to tow sailplanes can continue under Part-FCL. As such an extension of any existing Flight Instructor (FI) or Class Rating Instructor Certificate (CRI) to include privileges to instruct for the Sailplane Towing Rating will be granted to pilots who: • Are subject to a recommendation from their BGA club CFI indicating that pilot had taught other pilots to tow sailplanes, and • Hold a FI or CRI in the appropriate category to which the Towing Rating applies, and • Hold a Sailplane Towing Rating.
Others who teach towing at a BGA club but don't hold a valid FI(A) or CRI(A): • Those pilots who have coached other pilots to tow sailplanes who do not hold a valid FI or CRI certificate can continue under Part-FCL. A CRI Certificate restricted to instruction for the Sailplane Towing Rating only will be granted to pilots who: • Demonstrate logbook evidence of at least 300 hours flight time as a pilot on aeroplanes and at least 30 hours as PIC on the applicable class of aircraft (eg SLMG/TMG if teaching in TMGs, eg Rotax Falke, or SSEA/SEP if teaching in aeroplanes, eg Robin) • Are subject to a recommendation from their BGA club CFI indicating that pilot had taught other pilots to tow sailplanes. • Hold a Sailplane Towing Rating.
The CRI will be issued with the following restriction, FCL.905.CRI(a)(2). Pilots issued with this certificate will not be able to exercise the full privileges of the CRI unless they extend the privileges. To extend the CRI to the full privileges they will be required to complete the full CRI course, in accordance with FCL.930.CRI and pass an Assessment of Competence in accordance with FCL.935. They will be required to apply to the CAA for issue of the full CRI. (Note - the BGA intends in due course to facilitate these full CRI courses.
