DOE Office of River Protection DOECAP TSDF and Laboratory Hanford Site Status Report Jeff Cheadle, ORP ASP 2010 Workshop 20-23 September, 2010 Seattle, Washington
DOE ORP Mission Statement Our mission is to retrieve and treat Hanford’s tank waste and close the tank farms to protect the Columbia River.
DOE ORP Prime Contractors • Bechtel National, Inc. (BNI) • Advanced Technologies and Laboratories International, Inc. (ATL) • Washington River Protection Solutions (WRPS)
BNI Off-Site Commercial Laboratories • BNI utilizes two DOECAP laboratories for industrial hygiene analyses • BNI utilizes a laboratory for glass formulation research which is not a DOECAP participant
BNI Off-Site TSDF • BNI does not utilize an off-site TSDF • BNI has contracted WRPS to dispose of hazardous industrial wastes
222-S Analytical Laboratory • ATL provides routine analytical services for day to day tank farms operations (AIHA and WSDOE accredited) • WRPS performs analytical process development and administers 222-S complex operations (AIHA accredited)
222-S Laboratory Standards • For off-site laboratories, ORP accepts the DOECAP QSAS as the quality requirements • For DOE labs which service the Hanford site (222-S, WSCF, 325-S, future WTP lab), the Hanford Analytical Services Quality Assurance Requirements Documents (HASQARD) is the preferred set of requirements
Unique Analytical Needs • Industrial Hygiene Vapor Analysis • General Process Chemistry • Aluminum Dissolution (gibbsite, garnet) • Separation, Stabilization and/or Treatment of Selected Waste Streams • Tank Corrosion Studies • Analytical Support for Waste Tank Retrieval • Solids Analysis
WRPS Off-Site Commercial Laboratories • WRPS utilizes five DOECAP laboratories for industrial hygiene or environmental sample analyses • WRPS contracts two laboratories for specialty industrial hygiene and vapor analyses which are not DOECAP participants
Issues with Commercial Laboratories • Limited number of vapor analyte services • Few laboratories can accept potentially radioactive vapor samples • Turnaround time • Laboratory stability
Qualified DOECAP Laboratory Auditors • WRPS provides one DOECAP laboratory auditor • WRPS has one DOECAP auditor in training
Future DOECAP Laboratory Participation • Provide audit support for laboratories used by ORP contractors • Provide support for revision of the QSAS and checklists
DOECAP Laboratory Points of Contact • Jeff Cheadle, DOE ORP • Glen Clark, WRPS
Radiological TSDF • WRPS utilizes Perma-Fix Northwest as an off-site radiological TSDF • WRPS participates in DOECAP audits of Perma-Fix Northwest
Non-Radiological TSDF Audits • WRPS utilizes off-site, non-radiological TSDFs for tank farm, 222-S laboratory and contracted WTP hazardous wastes • WRPS has a documented audit program to assess off-site TSDFs
Qualified DOECAP TSDF Auditors • WRPS provides two DOECAP TSDF auditors
DOECAP TSDF Points of Contact • Jeff Cheadle, DOE ORP • Judith Nielsen, WRPS
ARRA Funded Projects • WTP ARRA funds directed toward accelerating construction schedule • Tank farm infrastructure • 242-S evaporator upgrades • Waste feed infrastructure • Effluent Treatment infrastructure • 222-S infrastructure • 222-S instrumentation upgrades
