  3. It’s been more than 10 years since 9/11 .... WHY WE’RE HERE .... WHAT HAVE WE DONE TO IMPROVE PRACTICAL SUSTAINABLE SECURITY OVER THE LAST DECADE? THE UGLY ... THE BAD ... AND THE GOOD ...

Ship and Port Facility Security - The Port Security Grant Program has made $2.5 BB USDavailable to both Public AND Private/Commercial Maritime Stakeholders since 2002 (through FY 2011) HOWEVER – 87.8% of this Funding has gone to 43 LARGE PORT AREAS of the 354 Commercial Ports Identified in the United States ▶SMALLER PORT OPERATORS ARE NOW AT GREATEST VULNERABILITY, HAVING BENEFITED LESS FROM SECURITY IMPROVEMENTS ▶ POSSIBLE “TERRORISM TRANSFERENCE TARGETS” AS OTHER AREAS ARE “HARDENED”

STILL- LARGE SEGMENTS of the MARITIME SECTOR remain unregulated by ISPS Code or National Equivalents SO – What Do We Do About? “SMALL BOAT/NON-COMMERCIAL THREATS” : ISPS Code/MTSA in DOES NOT APPLY TO ….. VESSELS LESS THAN 500 GROSS TONS UNLESS CARRYING 150 or More PASSENGERS FOR HIRE (MTSA 2002 = 100 GROSS TONS) FISHING CRAFT PRIVATE YACHTS SUBMERSIBLES IT’S COMING: International & National Standards for Security Regulation of ALL Other Vessels.

SECURITY IS ALSO HEAVILY INFLUENCED AND EFFECTED BY AVAILABLE FUNDING ... • Where National Economies are ROBUST, provisions for PROACTIVE Maritime Security is often ENHANCED • Where Funding is LIMITED – or absent – prevailing Maritime Security is significantly less effective AS A DIRECT RESULT – IN MANY PORTS – VESSEL SECURITY REMAINS THE PRIMARY RESPONSIBILITY OF THE VESSEL OPERATOR, MASTER & CREW

  7. Federal Grant Programs MOST GRANT PROGRAMS ARE TAILORED TO BUY “STUFF” Some – BUT NOT ALL - Also May Be Used For TRAINING, EXERCISES & PERSONNEL LABOR BACKFILL A SELECT FEW May Also be Used for CONSTRUCTION of Facilities * MATCHING FUNDS ARE ALSO OFTEN REQUIRED FROM GRANT APPLICANTS *

Federal Grant Programs FEMA Manages 14 Major PREPAREDNESS GRANT PROGRAMS Those Most DIRECTLY Applicable to MARITIME, TRANSPORTATION AND PUBLIC SAFETY RELATED MISSIONS are: The Transportation Security Grant Program (TSGP) FY 12: $87.5 M (FY11: $200 million; FY10: $ 288 million) The Port Security Grant Program (PSGP) FY 12: $97.5 M (FY11:$235 million; FY10: $ 288 million) Ave. 68% REDUCTION IN ALLOCATED FUNDING FY 10 to FY 12

Federal Grant Programs There Are FIVE Program Sub-Elements to the Homeland Security Grant Program; Of These - The HSGP sets aside SPECIFIED FUNDING for URBAN AREA SECURITY INITIATIVE (UASI) GRANT Program... FY 2012: $490.4 Million (FY 2011: $662.6 Million) (FY 2010: $832.5 Million) 41% REDUCTION IN ALLOCATED FUNDING FY 10 to FY 12

  13. Federal Grant Programs SO – WHAT ARE SOME OF THE STUFF FOLKS HAVE BOUGHT WITH PUBLIC MONEY OVER THE YEARS ? CHALLENGES: HOW MANY DO WE NEED? WHERE ARE THEY? WHO “OWNS” THEM? HOW DO WE COORDINATE USE AND EMPLOYMENT? WHO PAYS FOR O&M? WHAT ABOUT REPLACEMENT COSTS?

Grant Funded Programs THE CALIFORNIA MARITIME FIRE FIGHTING TRAINING CURRICULUM DEVELOPMENT PROJECT State Homeland Security Grant Funded Collaborative Maritime Stakeholder, Fire Service, Emergency Management Process facilitated by Cal Maritime – Cal FIRE OSFM, CalEMA, Over 30 FD from across the state – San Diego to Humboldt Bay, and USCG Phase One Training Requirements and Gaps Analysis Complete Findings: NO COMMON UNIFORM STANDARDS OR TRAINING REQUIREMENTS FOR A COMPREHENSIVE COMPETENCY HIERARCHY IN MFF RESPONSE Phase TWO funded and planned for Course Hierarchy Development

APPROVED) • BMSA (4hours) – 100% On Line Course • NATIONAL AND INTERNATIONAL DELIVERIES • ALL COURSES APPROVED FOR FEDERAL AND STATE HOMELAND SECURITY GRANT FUNDS
