El Nivel de Educación para Adultos y sus tres modalidades, deben incluirse en los artículos referentes a la Educación para Adultos de la Ley Estatal de Educación, ante la diversidad de instituciones que la imparten surge la mala interpretación acerca de nuestro nivel confundiéndolo con IEEA en cuanto a la educación básica y referente a la formación para el trabajo que se imparte con ICAPET, CECATIS, entre otros. Otra de las razones legales es que el nivel no cuenta con un techo financiero, es decir, no tiene recursos económicos suficientes para el subsidio del nivel educativo. Es por ello que en esta reforma de Ley para el Estado debemos adicionar nominativamente las tres modalidades con las que cuenta Educación para Adultos: misiones culturales, ceo´s y ceba´s- cedex, pertenecientes al IEEPO para que el Instituto se vea en la obligación jurídica de incluirnos en su presupuesto financiero para realizar las mejoras y mantenimiento adecuado a sus tres modalidades ya que si bien pertenecen al mismo nivel educativo , cuentan con particularidades especificas.
