PERKINS ACCOUNTABILITY Title I Core Performance Indicators Title II Tech Prep Indicators
Section 113. Accountability Purpose “To establish and support State and local performance accountability systems…to assess the effectiveness of the State and the eligible recipients of the State in achieving statewide progress in career and technical education.”
PIV: Accountability Focus • Indicators of performance must be valid and reliable • Technical skill assessments aligned with industry-recognized standards • Local accountability of eligible recipients is required
PIV: Accountability Focus • Local program must agree to accept state adjusted levels of performance or negotiate • Professional development to assist in accessing and utilizing data
PIV: Accountability Focus • Secretary may withhold all or a portion of a state’s funds if:… • State fails to implement an improvement plan • State fails to make improvement in performance levels • State fails to meet at least 90% of level of performance for 3 consecutive years
PIV: Accountability Focus If a local recipient fails to meet at least 90% of a local adjusted level of performance for any of the core indicators, local recipient shall develop and implement a program improvement plan
PIV: Accountability Focus • State may withhold all or a portion of a local recipient’s funding if: • Recipient fails to implement an improvement plan • Recipient fails to make any improvement in performance levels • Recipient fails to meet at least 90% of agreed upon state adjusted level of performance for 3 consecutive years
PIV: Accountability Focus Tech Prep • Each Tech Prep consortium shall enter into an agreement to meet a minimum level of performance for each of the Title I and Title II performance indicators
PIV: Accountability Focus Tech Prep (Title II) • Consortia that do not meet the performance levels for 3 consecutive years shall be to required to resubmit a Tech Prep grant application and may have funding terminated*
Tech Prep (Title II) Indicators Tech Prep indicator data must be submitted for the 2010-2011 grant year by October 15, 2011 Tech Prep funding was eliminated for FY 2011-2012. No indicator data will be collected
Tech Prep Data Collection Logistics • Submit on state-prepared and provided spreadsheet by region • Required: Numbers for all numerators and denominators

Negotiating Local ALP • 2S1 Technical Skill Attainment Technical Skills Assessments Major changes every year as % of students/programs report increases
3S1 High School Completion • Measure • 5 year cohort • ‘Regular diploma’ plus • GED, certificate • State recognized equivalent
4S1 High School Graduation • NCLB Measure • State Perkins target is state NCLB target • Review participating districts’ performance
5S1 Placement • Postsecondary Education/ Training • Military Service • Employment
6S1 and 6S2 Nontraditional • Different CIP Codes identified as ‘Nontraditional’ compared to PIII • 6S1 – Participation • 6S2 - Completion
