  5. JOURNAL • What do you know about the European Union? If you don’t know anything, why do you think multiple countries would join together to form large organizations like the EU?

  6. OBJECTIVES • Understand the history of the EU • Recognize the purpose & structure of the EU • Review requirements for admission to the EU

VOCABULARY • Supranational: Going beyond national boundaries and authority • European Union: Economic, political, and scientific organization of some European countries • Treaty: An agreement made by negotiation • Euro: Currency (money) used in 17 E.U. nations, and a few others • Schengen Area: Group of countries (mostly EU membes) that allow for free trade and movement of people

  8. EU Policies…. • Aim to ensure the free movement of people, goods, services and capital; • Enact legislation in justice and home affairs; • And maintain common policies on trade, agriculture, fisheries and regional development

History of E.U. • Started in the 1950s as ‘European Coal and Steel’ • 6 original members • Wanted to end wars among European neighbors • Forms in the midst of the Cold War • 1970s • First major period of growth: Denmark, Ireland and the UK all join. • 1990s • ‘93 the Masstricht Treaty is signed and the name ‘European Union’ is coined • 2000s • The Euro becomes the new currency for most EU nations • 2010-Today • Many nations face economic crisis. EU focuses attentions on environmentalism and climate change

Fast Facts • 27 Member States (countries) • Over 500 million members… about 7.3% of the world’s population • EU territory covers 1,700,000 square miles • 23 major languages in the EU • It’s a secular (non religious) organization, but is made up of members from multiple religions • Has an annual budget of > 120 billion Euros • Norway and Switzerland are two major European nations that are NOT E.U. members

  11. Four major E.U. bodies • European Council • European Parliament • Council of the European Union • European Commission

  12. #1) European Council • Sets the agenda for the E.U. • Decides on political direction • CANNOT pass laws • Lead by a President and one member of each EU state • Current Pres. Is Herman Van Rompuy • Helps settle disputes among member states

  13. #2) Parliament • European Parliament (EP) • Members of the EP are elected by citizens in EU member states every five years • Sit according to political groups, not nationality • The EP has a President and Vice Presidents • One half of the LEGISLATURE- The parliament is responsible for passing laws/legislation for the EU and its member states

  14. #3) Council of the European Union • Called the “Council”… PLEASE don’t mix this up with the European Council. They serve two totally different purposes!!! • Other half of the EU’s Legislature • Made up of one minister from each EU member state, represents governments of each member state

  15. #4) Commission • The European Commission is the EU’s executive branch • Suggest/Initiate legislation or laws • Oversee day-to-day running of EU • One member from each EU member state… BUUUUUT • Commissioners should NOT represent their state’s interest, only the interests of the EU as a whole!! • Members are selected by the Council of the European Union and voted on by the Parliament • Not selected directly by the people in member states

Is there a difference between the UK, Great Britain, and England? • If so… what is it? • ALSO: What are the four major bodies in the EU? NO PEEKING AT NOTES… it doesn’t help you to ‘cheat’- see how much you remember.

  20. MAIN GOAL: A common, single market

  21. What’s a single market? • An area with free movement, no trade restrictions, and no tariffs between members • NO border controls within the EU on goods • Limited customs controls on people

  22. Single market benefits! • If a good is legally made and sold in one EU country, it can be sold in any other. • Allows for free competition, eliminates favoritism • Promotes worker mobility • If you have a plumbers license from Germany, you should be able to get work as a plumber in Finland, too! • Promotes common safety standards across countries (Like food safety)

Single Market Setbacks and Drawbacks • EU member countries are still responsible for taxation and general social welfare • This causes some fragmentation within the EU • Differences in taxation policies hinders market integration and efficiency • What happens when an EU, euro-using country faces economic crisis and needs bailed out? Is that favoritism??

OTHER EU POLICIES • Regional Aid: Transfer $$ from rich to poor countries • Common Agricultural Policy: Promote food quality and safety, keep food prices stable • Promote Individual Rights: Men and women are equal, equal pay for equal work, worker health & safety, right to collective bargaining • Innovation & Environment: Slow climate change, preserve natural resources, protect natural habitats • Energy: Reduce reliance on fossil fuels

  27. So… you wanna join? Here’s what you need to do!

REQUIREMENTS TO JOIN • New members must have • Stable institutions guaranteeing democracy, rule of law, human rights, and protection of minorities • A functioning market economy and ability to deal with competitive pressure within the Union • Ability to support the goals of the Union. The administration/rulers must be able to apply and manage EU laws. • ALSO: • Candidates and Commission must negotiate membership. • Then, ALL council members must unanimously decide to let the member join • THEN, Candidate must ratify all EU treaties
