CASCO (Committee on conformity assessment) - คณะกรรมการกำหนดนโยบายด้านการตรวจสอบรับรอง ของ ISO - ตั้งขึ้นเมื่อปี 1985 เดิม คือคณะกรรมการ ISO ด้านการรับรอง บทบาท CASCO  To study means of assessing the conformity to standards  To prepare international normative documents To promote mutual recognition and appropriate use of International Standards

Common elements in conformity assessment CASCO WG 23 is developing some basic common elements for conformity assessment, including: • Impartiality and avoidance of conflicts of interest • Confidentiality and trust (ISO PAS 17002:2004) • Complaints and appeals (ISO PAS 17003:2004) • Disclosure of information and transparency • Use of management systems • The common elements shall be used in all CASCO documents once the principles and texts are confirmed

  17. 1st party conformity assessmentISO/IEC 17050:2004 Parts 1 and 2Supplier’s Declaration of Conformity (SDoC) • 1st party attestation of conformity for: • Products (including services); and • Management systems SDoC can be used alone or with another conformity assessment procedure SDoC can make reference to standards If a mark is applied to a product, then confusion with a certification (3rd party attestation) mark has to be avoided Annex A contains a form for presenting a SDoC

ISO/IEC Guide 65:1996establishes the requirements for product certification bodies ISO/IEC Guide 67:2004 outlines 7 product certification systems (from type testing to full certification) ISO/IEC Guide 28:2004describes the most commonly used mix of product certification aspects – the so called ‘System 5 approach’ ISO/IEC Guide 53 builds on a system 5 approach to product certification by including the use of the organizations QMS in determining the product certification decision 3rd party conformity assessment Product certification

  30. สาระสำคัญที่ได้จากการประชุมCASCO 23 rd plenary meeting CASCO MEMBERSHIP ปัจจุบัน มี ดังนี้ P membership 73 ประเทศ O membership 31 ประเทศ รวม 104 ประเทศ

  31. วาระ1: เรื่องประธานแจ้งเพื่อทราบ เรื่องที่ 1 CASCO สนับสนุน ในการนำมาตรฐาน ISOและ IEC มาใช้และอ้างอิง เป็น technical regulation โดย WG ที่รับผิดชอบ คือWG 27 : Development of ISO/IEC 17007,Guidelines foe drafting standards and specified requirements for conformity assessment applications

  32. วาระ1: เรื่องประธานแจ้งเพื่อทราบ เรื่องที่ 2 ไม่มีมาตรฐานใหม่ประกาศใช้ในปี 2007 เรื่องที่ 3 มาตรฐานที่ยังดำเนินการอยู่ 4 มาตรฐาน และ 1 PAS คือ

  33. วาระ 2 : การทำงานร่วมกันของ CASCO กับ ISO TCs เหตุผล เนื่องมาจากใน ISO TCs หลาย TC มีการจัดทำ conformity assessment schemes ของตัวเอง ดังนั้น จึงเป็นหน้าที่ของ CASCO ที่เข้าไปมีส่วนร่วมในการจัดทำเพื่อให้ออกมาในลักษณะเข้าใจตรงกัน (consist manner)

  34. วาระ 2 : การทำงานร่วมกันของ CASCO กับ ISO TCs ปีนี้เพิ่ม TCs ที่รับผิดชอบ คือ • ISO 27001Information technology -- Security techniques -- Information security management systems -- Requirements • ISO 28003Security management systems for the supply chain -- Requirements for bodies providing audit and certification of supply chain security management systems • ISO 9000 / TC 176 Quality management systems และได้แจ้งไปทางฝ่ายเลขานุการ ISO แล้ว

  35. วาระ3: การประชุมร่วมกันของ CASCO กับ ISO/TMB การประชุมครั้งแรกเกิดขึ้นที่เจนีวา วันที่ 17 กันยายน 2550 วัตถุประสงค์ 1. เพื่อแลกเปลี่ยนข้อมูลและข้อคิดเห็นในเรื่องต่างๆแต่จะไม่เกี่ยวข้องกับการลงมติหรือการตัดสินใจใดๆ และไม่ส่งผลต่อการดำเนินงานใดๆ ที่มีอยู่ของ CASCO

  36. วาระ3: การประชุมร่วมกันของ CASCO กับ ISO/TMB 2. เป็นการประสานงานกันใกล้ชิดยิ่งขึ้น โดยถ้า ISO/TMBมี New Work Items ใหม่ที่จะมีข้อกำหนดเกี่ยวกับ Conformity Assessment CASCO ก็สามารถเข้าร่วมเป็น Joint ได้ทันที

  37. วาระ4 : การปรับปรุงการทำงานใน CASCO • รวม RIG (Regulator Interface Group) กับ MFP(Market Feedback Panel) เป็นSTAR Group (Strategic Alliance and Regulatory Group) และกำหนด TORใหม่ • เกิด Group ใหม่ภายใน CASCO ซึ่งเรียกว่า KMG( Knowledge Management Group)

  38. วาระ4 : การปรับปรุงการทำงานใน CASCO • แยกงานในหน้าที่การ promotion ของ CAPS ออกไป เป็นอีก 1 กลุ่ม คือ TIG (CASCO Technical Interface Group)และรายงานต่อ CAPS เนื่องจากทรัพยากรบุคคลที่ใช้ในการทำงานของกลุ่ม CAPS ไม่เพียงพอ • โครงสร้างใหม่ดู

  39. การรวม RIG/MFP = STAR เหตุผล RIG ไม่ควรเป็นเพียงแค่รวบรวมข้อมูลใหม่จากหน่วยงานด้านกฎระเบียบ (regulator) แต่ควรจะมีการนำข้อมูลที่ได้รับจากการทำงานของ MFP ที่ได้จากการสำรวจจากท้องตลาด( market feedback) มาใช้ให้เกิดประโยชน์ เป็นการสนับสนุนทั้งหน่วยงานด้านกฎระเบียบและภาคเอกชนผู้ใช้มาตรฐานเข้ามามีส่วนร่วมให้มากที่สุด ทำให้มีการนำทรัพยากรไปใช้เกิดประโยชน์มากที่สุด

  40. บทบาทของกลุ่ม KMP(Knowledge Management Group)  จัดหาข้อมูลที่ใช้เป็นเอกสารอ้างอิงในการตัดสินใจที่เกิดขึ้นภายใน CASCO  ประกอบไปด้วยกลุ่มเล็ก ๆ มาช่วยในการทำงาน  เสมือนเป็น ad-hoc group ที่ทำงานงานเฉพาะกิจให้กับประธาน CASCO  รายงานกิจกรรมที่ทำให้ CPC ทราบแต่ไม่รายงานในการประชุมประจำปี โดย CPC จะรายงาน ในการประชุมประจำปีเอง

  41. เพิ่มเติมเงื่อนไขนโยบาย CASCO A LIAISON POLICY  ปัจจุบัน CASCO รับ ISO liaison policy ส่วนใหญ่มาใช้  ยกเว้นการเป็น A–liaison ใน CASCO ถ้าเป็นองค์กรระดับภูมิภาคที่จะมาเป็น A liaison ต้องเป็นองค์กรระดับภูมิภาคที่ไม่อยู่ใน international counterpart ที่เป็น liaison กับ CASCO แล้ว เช่นปัจจุบัน ILAC เป็น A-liaison อยู่แล้ว ดังนั้น APLAC จะเข้ามาเป็นอีกไม่ได้

  42. การให้มีการทบทวน ISO/IEC Directive กลุ่ม CAPS เห็นว่า Directive Part 2 Rules for the Structure and Drafting of International Standards ฉบับปัจจุบัน  ข้อ 6.7 Aspects of conformity assessment  ข้อ 6.8.1 Aspect of quality management systems, reliability and sampling ไม่ชัดเจน และควรเขียนให้ตีความหมายเหมือนกันทุกคน  ฝ่ายเลขานุการ TMB รับไปพิจารณาทบทวนซึ่งคาดว่าจะมี ต้นปี 2008

  44. WG 21 : Management Systems Certification ISO/IEC 17021-2 Requirements for 3 rd party auditing of management systems • เดือนมิถุนายน 2007 จัดทำเป็น WD1 • เดือนตุลาคม 2007 จัดทำเป็น WD2 • คาดว่าเดือนมกราคม 2008 จัดทำเป็น CD1 EXPERT ของ ประเทศไทย คือ คุณ สุนิสาฯ สรบ.

  45. WG 27 :Development of ISO/IEC 17007 ISO/IEC 17007 Guidelines for drafting of standards suitable for use for conformity assessment • ขณะนี้จัดทำเป็น WD 5 เดือน กรกฎาคม 2007 เวียน ให้สมาชิกพิจารณา • คาดว่ากลางเดือนธันวาคม 2007 จะเป็น CD • คาดว่าปลายปี 2009จะพิมพ์เผยแพร่ได้ EXPERT ของ ประเทศไทย คือ ทป.ฉฬิศร์/ทป.ด้านกำหนด

WG 28 : Proficiency Testing on ISO/IEC 17043 ISO/IEC 17043 Parts1 and 2, Proficiency testing by interlaboratory comparisons • พิจารณา WD 3 ในวันที่ 15 ธันวาคม • การประชุมครั้งที่ 3 ในเดือนมกราคม 2008 และคาดว่าจะเป็น CD • WG นี้ทำงานประสานกับ ISO/TC 34 (Food and Feed Stuffs),SC 9(Food Microbiology) EXPERT ของ ประเทศไทย คือ คุณ อุทุมพร สบ.4

  47. WG 29 : Product Certification –Revision of ISO/IEC Guide 65(scope & Structure) ISO/IEC 17065 General requirements for bodies operating product certification systems-confirmed after systematic review in 2000 • กำลังทบทวน scope and structure • ร่าง proposal นี้จัดทำโดยใช้ ISO/IEC 17021:2006 มาเป็นแนวทาง Experts ของ ประเทศไทย คือ นายวิรัตน์ และนายเอกนิติ

  48. WG 29 : Product Certification –Revision of ISO/IEC Guide 65(scope & Structure) • ร่าง ISO/IEC 17065 ได้เวียนไปยังประเทศสมาชิกเพื่อรับรองและให้ข้อคิดเห็น แล้ว • หลังจากนั้นจะนำมาตรฐาน ISO/IEC Guide 65 มาเปรียบเทียบกับ ISO/IEC 17021 และดูความแตกต่างที่สำคัญ เพื่อนำมาเป็นแนวทางในการจัดเตรียมเป็นร่างเบื้องต้นของ ISO/IEC 17065 ต่อไป

  49. WG 29 : Product Certification –Revision of ISO/IEC Guide 65(scope & Structure) • การประชุมครั้งต่อไปประมาณเดือน เมษายน 2008 • เดือนพฤศจิกายน 2008 คาดว่าเป็น CD 1 • เดือนพฤษภาคม 2009 คาดว่าเป็น CD 2 • เดือนพฤศจิกายน 2009 คาดว่าเป็น DIS • เดือน ธันวาคม 2010 คาดว่าพิมพ์เผยแพร่ได้
