Innogate 21 project - General Overview The period of implementation of the project is 06.12.2010 – 06.06.2012 There were three partners involved in the implementation process: Lead Partner The Foundation for Democracy, Culture and Liberty, Calarasi Branch, Romania Partner 2 Association of the Danube River Municipalities “Danube”, Bulgaria Partner 3 The Chamber of Commerce, Industry and Agriculture Calarasi, Romania The general objective of the Innogate 21 project wasto generate economic and social development of the cross boarder area Romania – Bulgaria enhancing the R & D & Innovation potential of the universities, research institutes, SME’s and local governments.
Project Indicators and Results 2 Cross-border organizations established for the joint development of the cooperation area, using its human, natural and environmental resources and advantages -The Association of the Innovative Companies from the Cross – Boarder Area Romania – Bulgaria - The Innovation Council Romania – Bulgaria 12 Partnerships between universities, research institutes and businesses 6 Debates and Meetings (Constanta, Ruse, Calarasi, Pleven, Craiova, Vidin) 13 Individual meetings between innovative companies and universities, research institutes (Dobrich, Constanta, Silistra, Calarasi, Agigea, Ruse, DrobetaTurnu Severin, Cumpana, General Toshevo, Belene, Giurgiu, Craiova)
Project Indicators and Results • 2 Tools for initiating and developing cooperation projects between universities, research institutes, SMEs and local administration. (a data base with 4000 entries and a web site available in three languages: English, Romanian, Bulgarian - www.inogate21.eu) • 1Communication Plan was developed during the implementation period of the project. (visual identity and promotional materials ; 2 conferences were held: in Giurgiu, the opening conference and in Calarasi, the ending event; 30 media information campaigns were written and published on the project website; 19 events - Partnerships Caravans; 48 newsletters; 3 films; 12 online video coverage; 2 informative bulletins) • 1 RoBgInnoBarometerThis study measures the innovation capacity of each county and each district from the cross – boarder area Romania – Bulgaria as a starting point for the cooperation projects between universities, research institutes, SMEs and local administration. This instrument provides a compass for companies to identify the right location for their investments.
INNO BAROMETER – Overview • This study is done in house by the project management team of the Project “Cooperation in R&D & Innovation for Economic and Social Development in CBC Area Romania – Bulgaria INNOGATE 21”. • The general request was to offer a sharp and easy to apply instrument for measuring the innovative climate in each county / district and in the same time at the regional level. • The study is open to use, especially to the following final users: • local and international business persons / companies interested in investing in the cross-border area; • planners for the spatial strategies in the area; • decision makers from local, national and European levels; • universities, research entities and NGOs. • The study will present the actual trends in the measurement of innovation; will provide the adequate set of indicators for this region for the easy measurement of the innovation attitude in the zone, attitude considered as a potential magnet for investors and local business persons.
INNO BAROMETER – Managerial Conclusions (1) • To encourage and offer concrete support to each county / district for designing its own strategy of innovation. In order to forge a strategy of innovation, each local community will have to focus on the technological advantages it has and on possible ways to speed up the innovative processes, products, and services. • The Innovation Council Romania - Bulgaria has to come up with a strategy for innovation covering the whole cross-border area. There will be coordination between the national strategies of both countries, the European policy in the field and the strategy for innovation for the region. • Using different channels for communication, the partners of the project will continue to diversify the sources for the INNO BAROMETER and be able to offer a ranking of the administrative units from the cross-border area. • Promoting the role of innovation in boosting the economic competitiveness of the companies and in improving the quality of life of the citizens from the cross-border area it is an important way to involve more and more decision makers, managers, researchers, professors, journalists and public servants in developing a common culture of innovation.
INNO BAROMETER – Managerial Conclusions (2) • Innovation is a day by day activity not a one year session of debates in the board of the company, or in the office of the mayor. In this respect it is necessary for each economic and public operator in the area to consider a portfolio for innovation not only to buy one or two patents. • The experience of the representatives of the local administration is limited to the last few years when they started to have responsibility for strategic development of the districts / counties and, for this reason, this professional group did not accumulated enough political, social and technical expertise for becoming a real leader of regional development and innovation. • Information about innovation strategies is available especially at a national and European level. For this reason, the local authorities are not fully equipped with the necessary knowledge and data to properly act in favor of their constituencies. • Very often the innovation requirements of the firms in the region have not been systematically assessed. This results in an insufficient interaction between industry and the innovation support system. The effectiveness of the innovation support system, in terms of its economic contribution to growth, may be improved when this mismatch is overcome.

By the working hours, 55.4% worked full-time and part-time 44.6%, relatively constant shares, compared to 2009. In Bulgaria, in the research and development field, in 2010, 20757 employers carried out their activities, compared to 2009.

INNO BAROMETER – Preview (7) Some of the main indicators proposed to audit the innovation in the Romania – Bulgaria Cross-Border Area Indicator: The number of education units, by levels of education (3) In Bulgaria, the number of schools and universities at a national level, in 2009/2010 decreased by 14.7% compared with the 2006/2007 school year. In which concerns the number of classes in high-school education in the 2009/2010 school year, the highest percentage of total class at national level was in primary and secondary education, of 69.8% in Romania to 50.3% in Bulgaria, and lowest percentage was recorded in post-secondary and foremen education by 1.8% in Romania and in the vocational education and apprenticeship, of 4.4% in Bulgaria. In the Romanian area or the cross-border region, in the 2009/2010 school year, Constanta county had the largest number of classes of students in primary, gymnasium (2731 classes of students) and high school (186 classes of students) and most preschool children groups (957 children groups) mainly due to the large number of schools in this county.In the 2009/2010 school year, in vocational education and apprenticeship education, as well as in post-secondary and foreman education, the highest number of classes of students was recorded in Dolj, in comparison with other counties in the Romanian border region.In the Bulgarian area in the cross-border region Ro-Bg, in 2009/2010 school year, the highest number of classes in primary, secondary and vocational education (vocational) was recorded in Pleven district. In the same year, in Veliko Tarnovo district, there have been recorded the most groups of children in preschool, and in Ruse district, there have been recorded the most students classes in post-secondary education. At the opposite, i.e the lowest number of groups of children and classes of students in the 2009/2010 school year, was recorded in Vidin district for all pre-academic educational levels.

For the same period in Bulgaria there were 33 issued patents and 42 utility models. A utility model is an intellectual property right to protect inventions. It is very similar to the patent, but usually has a shorter term (often 6 to 15 years) and less stringent patentability requirements. In conclusion in Romania there were more than twice issued patents. Regarding the number of patent applications and number of issued patents in the administrative units of Romania, Dolj and Constanta are leading. The two counties are also competitiveness poles. In Bulgaria, Ruse district is the leading area, followed by VelikoTarnovo and Vratsa.
