  5. Airworthiness Directives What is an AD? FAA Airworthiness Directives are Federal Laws that apply to the following products: Aircraft Aircraft engines Propellers Appliances (14CFR39.3)

AD Responsibility • 100% Verbatim Compliance is required for every AD related task on our aircraft • Each person performing maintenance must ensure that the practices contained in the maintenance manual are followed (FAR 43.13) • Precise compliance with all AD paperwork and procedures ensures our responsibility to the public and the FAA

  11. Technical Deviations Can you deviate from an AD or AD-Pending Card or AD task on a work card? NO

  12. Paperwork Issues What do you do when you feel you can’t accomplish the procedure as written? • Call the FSDO • Call / Contact the Mfg Engineering

  13. Paperwork Issues Who has the authority to change the paperwork? For AD items, Engineering may request an Alternate Means of Compliance (AMOC) from the FAA

  15. AD Substitutions Can you substitute parts called out in an ECO/AD? NO If your paperwork requires part X to be installed and does not specifically allow equivalencies, you must use the part specified.

AD 2008-04-12 • The FAA issued the AD to prevent depletion of the main battery while in flight and consequent loss of all DC power • Applies to certain Boeing Model 767-200, -300, and -300F series airplanes • The AD requires reworking the existing ground stud bracket of the TRUs/MBC, measuring the resistance, and installing a new ground stud bracket of the TRUs

  24. Consequences What happens when we fail to comply? • Risk to public safety • FAA investigations of Company and Individuals • Grounding of a fleet

  25. Consequences Letter of Investigation (LOI) • An LOI is issued by the FAA when it believes that a CFR has been violated in a matter that is subject to civil penalty • LOI’s can be issued to the owner/operator • LOI’s can also be issued to the individual who performed the work

  26. Consequences • Company LOI’s have increased 100% in the past year • Individual LOI’s have increased 300% in the past year

  27. Consequences What happens after an LOI is received? Company 20 days to respond to LOI with corrective action If FAA does not accept the corrective action the company can receive notice of civil penalty $$$$$ Individual Must respond within 10 days FAA will accept or reject response

Airworthiness Directive Review • A team of representatives from the FAA, air carriers, aviation associations, original equipment manufacturers and independent experts have reviewed the entire AD process. • Some of their recommendations are: • Developing processes to address AD questions at a higher official level • Improving the way manufacturers write service documents • Eliminating single-point decision making where possible • Developing processes to review work in progress in advance of the compliance date

  29. Clubs review plan is: • Participate with the government (FAA) review team • Provide an independent review of AA’s AD procedures

Conclusion • Follow written procedures • You can’t deviate • If you have a problem STOP and seek clarification from Engineering • Document everything you do • Sign only for the work you have completed • Complete the work you have signed for • You are personally responsible for the work you sign for.
