SORH • Purpose: maintaining a rural health care focal point within the state • Establish and maintain a clearinghouse for collecting and disseminating information • Coordinate rural health care activities • Provide technical assistance • Encourage the recruitment and retention of health professional in rural areas
SHIP • Federal grant program to assist small rural hospitals by providing grants to: • Pay for costs related to implementation of PPS • Comply with provisions of HIPAA • Reduce medical errors and support quality improvement
The Flex Program Medicare Rural Hospital Flexibility Program
Goal • Support rural communities in preserving access to primary and emergency health care services.
Participation • 45 States receive annual federal grant funding to administer the program • CT, DE, MD, NJ, & RI not eligible • States maintain ongoing planning and program development activities • Each state has developed a state rural health plan approved by HRSA • Indiana has updated its state rural health plan • This is a working document
Key Components of the Indiana State Rural Health Plan • Quality Improvement • Partnership Development & Enhancement • Emergency Medical Services and Trauma • Workforce Issues • Telehealth, Telemedicine, and Health Information Technology
Key Components of the Flex Program • Emergency Medical Services • Quality Improvement • Network Development and Enhancement • Rural Health Planning and Evaluation
Emergency Medical Services • Training initiatives -Clinical training -Billing -Management -Data entry -Equipment • Encouraging local collaboration • Enhancing data collection and reporting • Workforce projects • Needs assessments
EMS/Trauma Assessment • ACS (American College of Surgeons) Assessment • A comprehensive review of Indiana's trauma system • The purpose of the review is to provide an analysis of the current system status and make recommendations for system improvements and enhancements • The multidisciplinary team of trauma system experts consists of a trauma surgeon, an emergency physician, a trauma program coordinator, a state EMS director, and the team leader • Final report expected in February 2009
Quality Improvement • Improve QI through technical assistance and financial support • Development of networks and affiliations • Connecting hospitals and providers with resources for QI
Quality Improvement • CAH and EMS initiatives • Training & education • Medical error reporting • Data feedback • Staffing • Use of protocols • Error prevention systems • Link with state hospital association, Medicare Quality Improvement Organization, Network hospital
