  2. Issue Resources need to be “made whole” when they leave an incident regardless of the jurisdictional agency. This does not always happen due to differences in agency policies.

  3. Challenges • Identify specific differences in agency authorities and processes • Approval authority

  4. Requested Outcome/Deliverables • Develop a process that will apply across agency boundaries to ensure resources are “made whole” when they leave an incident. • Develop talking points to share at the Incident Business meeting. • If needed, develop language to be included in the PNW Master Agreement Operating Plan.

Working Group • Collaborated with different functional areas and agencies to figure out the scope of the problem and come up with products • Requested Input from State and Federal Resources: • On the ground resources: Hotshot Crew Superintendents (Redmond, Prineville, and Winema) • Logistics personnel: Logistics Chiefs, Ordering Manager • Finance Section Chiefs • Home Unit Coordinators • Incident Business Specialists

  6. Working Group • Discussed the issue that resources do not always understand different agency policies: Who has approval authority? What forms are needed? What kind of items are authorized to be replaced? • Came up with a starting point to resolve the issue: 2 clarifying documents.

  7. Products • Instructions for Incident Replacement Document • Collaboration between Department of Interior (DOI), WA Department of Natural Resources (DNR), and Oregon Department of Forestry (ODF) • Incident Replacement Quick Guide with Agency Differences • Summary of the above instructions intended to be a quick reference to carry in your pocket These products are intended to be shared far and wide with resources who will need items replaced, logistics, and Incident Business Personnel.
