2008 Accident / Incident with Potential • DOI: 1 Accidents ( Meeker, Colorado) • FS: 0 Accidents • DOI: 0 Incident With Potential • FS: 0 Incident With Potential • Other : 1 accident with the DOD ( Ft. Carson Colorado. This was not a Federal contracted SEAT. No Card, No contract, No carded pilot…)
Changes with Contracting for the 2008/2009 Season ! • Three types of SEAT contracts: • Exclusive Use Contracts • National On Call Contract • Variable Term Contract
Exclusive Use Contracts Still had Exclusive Use contracts during the 2008 season with other agencies except BLM. • Forest Service: 2 (John Day, OR. & Pendleton, OR.) • States: 7 ( Idaho State ) 4 ( Colorado State ) 2 Wisc. & 2 Penn. • BIA: 2 (White River & Omack/ABQ) • Other DOI agencies:1 ( U.S. Fish & Wildlife Richland, Wash.)
National On Call Contract • Replaced the Call-When-Needed (CWN) • Three year contract, 2008 1st year. • Transition from CWN to “On Call” was seemless. Very few problems or issues. Same type of contract.
Variable Term Contract for 2008 • New concept for SEAT contracting. • Combines concepts of both the Exclusive Use and On Call contracts. • National contract that can be awarded for 30, 60 or 90 days to provide exclusive use coverage for an agency. • Primary contract to be used by BLM for obtaining guaranteed extended SEAT coverage other than the On Call contract. • VT Contracts worked out well for the first year. Ability ot provide “exclusive services on short notice was a welcome change for most. • A total of 19 VT contracts were awarded in 2008. • 30 days: 0 • 60 days 7 • 90 days 12
SEAT Pilot Academy • Was the 6th year. • March 10th – 18th. • Held at the Safford Air Operations Center in Safford, AZ. • 2009 Academy will be held March 16th thru 23rd.
National SEAT Coordinator Position in Boise working for the National SEAT Program Manager (Mark Bickham) General time Frame: Mid April to End of September Duties Include: • Talking to the contractors each day, inputting their flight hours, aircraft location and availability status into a national program. • Compiling daily reports used by NICC and the national office to monitor activity and facilitate the movement of SEAT aircraft. • Assisting NICC, GACCs and local agencies with identifying the closest resource for filling an order for SEAT aircraft. • Assisting NICC, GACCs and local agencies with possible available SEAT Managers. • Compiling year-end stats for the SEAT program. • Rotated more than ½ dozen different folks through the position for the 2008 season.
