VIETNAM AND NUCLEAR POWER DEVELOPMENT PROGRAM (cont.) • Main milestones • On June 03, 2008, the National Assembly promulgated the Atomic Energy Law No. 18/2008/QH12, which is the highest legal document regulating the development and peaceful utilization of atomic energy. • On Oct. 08, 2009, a Public Hearing Conference was held in Ninh Thuan to gather opinions of local People Councils at three levels: province, district and commune, chaired by the Vice Prime Minister Hoang Trung Hai. • On Oct. 26, 2009, Ninh Thuan Provincial People Council issued its Resolution regarding agreement on the policy of NPP development in Ninh Thuan province. • On November 25, 2009, the twelfth National Assembly at her sixth session approved the investment policy of Ninh Thuan Nuclear Power Project.

III. GENERAL INTRODUCTION OF NINH THUAN NUCLEAR POWER PROJECT On the 18th of March, 2010, the Prime Minister approved the overall plan for implementation of Ninh Thuan Nuclear Power Project. Accordingly, the overall project is composed of seven component projects (or eight component projects for the time being) and two studies:

NinhThuan NPP fundamental information • Construction site: Ninh Thuan 1 nuclear power plant is located at Phuoc Dinh commune, Thuan Nam district, Ninh Thuan province; Ninh Thuan 2 nuclear power plant is located at Vinh Hai commune, NinhHai district, NinhThuan province. • Project size: NinhThuan 1 nuclear power plant: planned for 4 units among which 2 units with capacity of approximately 2 x 1000 MW shall be invested in the first phase; NinhThuan 2 nuclear power plant: planned for 4 units among which 2 units will capacity of approximately 2 x 1000 MW shall be invested in the first phase. • NPP Technology: Advanced light water reactor technology which is the most modern, proven, top safe and economically efficient.

IMPLEMENTATION STATUS OF THE PROJECT (Cont.) • Project on infrastructure for construction of nuclear power plants in Ninh Thuan province (infrastructure project): The Feasibility Study of the project has been being verified by EVN. • Project on operation management zone, expert zone, headquarters of Ninh Thuan nuclear power project management board: The Ninh Thuan provincial people committee has been verifying the 1:500 planning to be the basis for developing the Feasibility Study • Project on Public Relation Center for Nuclear power: To be implementing the investigation works for Feasibility Study development • Project on human resource training for nuclear power plants in Ninh Thuan province: The project report has been carefully reviewed with comments contributed by IAEA’s experts and shall be submitted to the Prime Minister for approval Master perspective of Public Relation Center for nuclear power

V. OTHER RELATED WORKS • Human Resource Training: • EVN has proactively conducted long term training activities for nuclear power since 2006 as follows: • Long-term education and training: • Electric Power University under EVN has built up the nuclear curicculum and enrolled students from 2010. • Dispatching 03 personnel abroad for Ph.D education program in Russian, Sweden, Czech Republic, two of them have returned for working in Vietnam. • Master/Engineer program: From 2006 - 2009, 31 good students were dispatched to Russia and France for Master/Engineer program education • 15 staffs are being trained in Japan to be core members of Ninh Thuan 2 NPP • Participating in education and training programs of MOET and MOIT. • Short-term training: • More than 200 turns of people were trained in nuclear power-developed countries. • More than 360 turns of people were locally trained in the field of project management in cooperation with VINATOM and IAEA

OTHER RELATED WORKS (Cont.) • Public information activities : • Hosting or co-hosting seminars in Ninh Thuan province on subjects regarding nuclear power plant safety, technologies, career opportunities for local people when implementing NPP projects in Ninh Thuan province, etc. • Organization of facility visits to Da Lat nuclear research reactor for the local people and local authorities; • Participation in local support activities in order to consolidate and develop the friendly relationship with the local authorities and communities, especially with those who live in the project area via the active involvement in local socio-political, cultural activities, charity activities • Information provision to and cooperation with mass media organizations • Participation in international and local exhibitions on nuclear power in Hanoi and NinhThuan

OTHER RELATED WORKS (Cont.) • International cooperation: • Cooperation with Russia: • A MOU was signed between ROSATOM and EVN on the 15th of December, 2009 expressing the cooperation willingness of both parties in construction of the first nuclear power plant in Vietnam. • On February 8, 2012, the MOU between Atomstroyexport and EVN on cooperation during preparation period for construction of NinhThuan 1 NPP was signed. • On November 21, 2011, the consulting service contract for development of Site Approval Dossier and Feasibility Study of NinhThuan 1 NPP project was signed in Hanoi between EVN and the Consortium E4-KIEP-EPT • Cooperation with Japan: • On September 28, 2011, the Consulting services Contract for developing Site Approval Dossier and Feasibility Study of NinhThuan 2 NPP Project was signed between EVN and JAPC. • On September 29, 2011, the MOU for NinhThuan 2 NPP Project was signed between EVN and JINED • Training courses/workshops provided and sponsored by Japanese organizationssuch as JEPIC, JINED, JAIF, JNES...

OTHER RELATED WORKS (Cont.) • Cooperation with IAEA: • Under the TC project number VIE/4/015 chaired by MOST of Vietnam, IAEA has cooperated and directly assisted EVN with the following activities: • National workshop on nuclear power plant project management Workshop on integrated management and safety culture • Workshop on NPP project funding and financing; • National workshop on public information for nuclear power program • Expert Mission to Assist Vietnam on the Preparation of the Request for Proposal of EPC Contract for the Nuclear Power Project • Expert Mission to Review Report of “Human Resource Training Project for Nuclear Power Plants in NinhThuan Province” • National workshop on grid-NPP interaction • Expert Mission to assist to develop environmental impact assessment report in radiological effects • Expert mission/Workshop to assist the establishment of EVN’s sitting team and working plan • IAEA has also provided supports to EVN’s experts in attending workshops and training courses in other countries
