Update to CAWG on MWG Activities December 7 James Sanderson
MWG Meetings • Update is based on the November 15th meeting. • Next MWG meeting will be December 13th
Data Requirements for Market Tests • The Market Monitoring Unit requires resource cost data • The data is required to complete FERC Benchmark Tests • Price-Cost Markup • Generator Net Revenue • Tests will be used for monitoring and mitigation in the Integrated Marketplace
MMU Survey • The MMU proposes to do a survey of generation resources in the EIS Market • Estimate resource incremental costs • Start-Up and No-Load Costs • Operating Parameters
MP Data Gathering • SPP Tariff Attachment AG Section 8 covers submission of data • Survey will be sent out by the end of the year
Market Protocol Revision Requests/Protocol Revision Requests
PRR 240 Curtailment of Intermittent • PRR 240 (EIS market) • Adds language to define Non-Dispatchable Resources and describes a process for the curtailment of Non-Dispatchable Resources in the EIS Market. • This PRR proposes modifying certain systems (MOS & CAT) in order to equitably treat Non-Dispatchable Resources during periods of congestion. This treatment will be consistent with that of Self-Dispatch curtailment.
PRR240 Curtailment of Intermittent • Non-Dispatchable Resources shall operate at or below an adjusted maximum output level (“curtailment level”) as calculated by SPP during SPP Congestion Management Events. • Comments by “intermittent” stakeholders were particularly negative. • The MWG voted to support curtailments of QFs at TLR level 3 and to draft language to send to FERC.
MPRR41 Unavailable Grid Switchable • MPRR41 • Adds a commitment status for “Unavailable Grid Switchable” Status • Allows the MP to physically switch grids and offer the resource into another neighboring market. Therefore, the resource would not be available for SPP commitment until the resource is switched back into one of the existing commitment statuses. • This MPRR was tabled due to time constraints.
MPRR42 • MPRR42 • This PRR eliminates the current design and related settlements calculations which allows an Export Interchange Transaction Bid to supply Supplemental Reserves. • This MPRR was tabled due to time constraints.
MPRR8 Time Zones • MPRR8 • Time Zone Definition • This MPRR was tabled due to time constraints. • There will be more MPRR activity in December.
RTWG Language to MOPC • The Regional Tariff Working Group has sent the Integrated Marketplace Tariff Language to the MOPC for approval at the December 6th meeting.
Tariff Language Development Process • Drafting and detailed review by Joint Market Tariff Task Force (JMTTF) – July 2010 – August 2011 • Joint MWG/RTWG initial review of proposed structure – March 30, 2011 • Joint MWG/RTWG walk through – August 23-23, 2011 • Review and input by FERC Counsel – Spring 2011 – November 2011 • Review by RTWG – August 2011 – November 2011 • Unanimous Approval and recommendation for MOPC approval – November 18, 2011
MOPC Decision • November 18: RTWG unanimously approved all Tariff changes as implementing the Integrated Marketplace in accordance with all approved MOPC Integrated Marketplace Protocols • RTWG Recommends approval of the Tariff Changes as presented to the MOPC • We can discuss the results at the CAWG meeting on December 7th.
