San Francisco’s Emergency Operations Plan (EOP) • The Mayor • The Mayor assumes command of the City in a disaster and may report directly to the Department of Emergency Management Division of Emergency Service (DEM) or may remain at City Hall. • Dept. Emergency Management (DEM) • Site of the Emergency Operations Center (EOC) which is located at 1011 Turk Street. • All City department heads and representatives from the major utilities respond to the EOC. The Emergency Operations Center (EOC) • The City’s Command Center during a disaster. • The EOC is the dedicated site for disaster management for the City and County of San Francisco (CCSF). • Houses the Auxiliary Communications Center base station (ACC). NERT Disaster Operations #1-EOP 6
SEMS DefinitionEmergency Operations Center A location from which centralized emergency management can be performed. EOCs provide overall centralized coordination to assure there is an effective response. NERT Disaster Operations #1-EOP 7
