Overview What is the Local Development Framework? Place Shaping Consultation Your Place activity What is your role in the consultation?
What is the Local Development Framework? • The new development plan for Cheshire East outside the Peak District National Park • It will replace the regional, county and Local Plans • It will contain a Core Strategy and a Site Allocations document • An Infrastructure Plan will set out transport and social infrastructure (eg schools) required
Role of the Local Development Framework • It will be the statutory development plan for Cheshire East • It will be the Council's formally adopted plan governing the future development of the area • It has to be prepared in accordance with legal procedures including public consultation and a public examination
What will the Core Strategy contain? • An overall strategy for the future development of the Borough for the next 20 years or so. • It will identify • how much development is needed, • where it should be focused and • which areas should be protected
What will the Policies and Sites Plan contain? • Policies to protect and enhance green infrastructure and environmental assets • Allocations for new housing, employment and retail development • Rural exception policy for affordable housing • An Infrastructure Plan setting out improvements required and how they will be programmed alongside the development • Detailed policies setting out the factors to be considered when determining planning applications
How is the LDF being prepared? Background evidence: • Housing studies • Employment Land Review • Retail Study • Green Space Assessment • Transport assessments • Waste and minerals assessments Also Council strategies provide context e.g Sustainable Community Strategy, Economic Development , Housing, Local Transport Plan etc
Place Shaping Consultation • We want to work in the spirit of Neighbourhood Planning to develop a plan for each town which will feed into the LDF • We will look at • Challenges • Opportunities • Constraints • Infrastructure
Place Shaping Consultation • We want to work closely with local communities, businesses and stakeholders to understand what the challenges are for each town or village • We will work with the community to understand constraints and to develop and assess options for the plan for the town • We will ensure that in combination the plans deliver the future needs for the Borough as a whole and comply with legislation
Our Smaller Communities • Consultation focuses on Crewe, Macclesfield and Key Service Centres where most growth will take place • Also a need for a dialogue with smaller towns and villages • For Parish Councils which - have areas where new development/redevelopment might be encouraged - want to change existing local plan designations - identify new community infrastructure requirements we will work together to produce village plans
LAP Assemblies • Macclesfield Town Hall 5 July • Nantwich, Malbank High School 6 July • Crewe Alex 11 July • Congleton Town Hall 13 July All 6.30 – 8.30 Rural Stakeholder Workshop date tbc - this will look at the overall future policy approach to the countryside and rural settlements to be included in the LDF
