Introduction • Name of the Project: Governance Support Project - PCNA Implementation Support Unit • Location: P&DD Peshawar, Govt of Khyber Pakhtunkhwa • Signing Date: 11th October 2011 • Total Cost: Rs. 333.5 Million • Expenditure up to 30thSeptember 2012: PKR 19 Million • Objectives: To support government of Khyber Pakhtunkhwa to design and implement sectoral reforms.
Progress • Recruitment of Internal Auditor • RFPs have been sent to the TOP ranked firms requesting technical and financial proposals by 23rd October 2012. • Project to be live in PIFRA system • Master data have been uploaded in the KP Server at Peshawar for: • 1. ERKF • 2. GSP-ISU, Khyber Pakhtunkhwa • Hiring of ISU positions • 6 out of 10 Specialists have been hired and are on-board • Pending 4 Specialists will be on board before the end of the year
Progress • Seven Concept Notes prepared by ISU-GSP. (04 approved, two under process and one declined by the Bank) • 1. Khyber Pakhtunkhwa Judicial Academy: Inaugurated and training conducted from 27th August 2012 to 1st September 2012. • 2. Ombudsman: NOL has been awarded by the Bank and Procurement Plan has been developed and sent for NOL. • 3. Directorate of M&E: NOL has been awarded and Procurement Plan is under process.
Progress • 4. Anti-Corruption Establishment (ACE): Concept Note has been developed and sent for NOL. • 5. Community Driven Development (CDD) project for Southern Districts of Khyber Pakhtunkhwa: The CDD based KP-SADP has been designed and handed over to LGE&RDD for Implementation. • 6. Home Department: Concept Note has been declined by Bank. • 7. Information Department: CN on Peace Building Communication Strategy for KP.
Progress Training and Workshops • Orientation workshop at Donga Galli and World Bank Office, Islamabad (10th -13th July 2012) • Orientation workshop at MDTF Secretariat Islamabad (19th July 2012) • Results Based Monitoring workshop at World Bank Office(7th September 2012) • M&E Workshop at MDTF Secretariat Islamabad (19th September 2012) • Financial Management Workshop (27th September 2012)
Progress • Identify sector specific PCNA recommendations and interventions and map to the departments /directorates • Needs Assessment exercise with all 10 departments of Agriculture, Livestock, Coop. and Fisheries Deptt. was conducted • Coordinated and attended the World Bank’s training on Small Scale Mining • Progress report of ERKP project of SMEDA and Industries Department monitored and evaluated • {{ • Number of visits was made to the World Bank, LGE&RD and Agriculture and Livestock departments
Progress • Communication Strategy for Peace Building in KP: • Several meetings with Secretary Information and Director Information were held. • Focal person for developing a Comm. Strategy was appointed. • CN for devising a CS was prepared on 19th October 2012. • Draft Strategy has to be ready by mid-December 2012. • PCNA website live and functioning www.pcna.gkp.pk • PCNA Newsletter published and circulated • 18 Focal Persons by the line deptts. have been notified.
Way Forward • Translation of PCNA recommendations into programs and projects. • Sustained international funding commitment by Donors. • There should not be a gap between needs and available resources.
