Wealden Local Strategic Partnership Improving quality of life for people in a rural East Sussex district Ian Chisnall, Chair Gill Cameron-Waller, Partnership Manager
Defra: ‘Rural 80’ Ancient woodland 66% AONB C 30 SSSIs Ramsar wetland site South Downs National Park (?) 48% agricultural land in E Sx Flooding issues Coastline 143,000 people Five ‘towns’ (7500 – 20,000) 42 parishes(35 > 5k, smallest 138) Mostly villages & hamlets Poor public transport Wealden – pretty rural ….
Environment Health & Social Care Community Safety Housing Learning Transport & Access Culture, Leisure & Sport Prosperity Integrated SCS – six LSPs very similar priority areas Rural proofing …. Challenging urban-centric assumptions
We found that commonly accepted statistics (eg IMD) • Don’t identify rural deprivation effectively (focus on high frequency & clusters, ignores dispersed deprivation) • Give low weighting to geographical barriers to access (which compounds other forms of deprivation) • Distort owner-occupier housing model for housing affordability (even less affordable than it appears) • Ignore social isolation & related deprivation(no measure)
An inconvenient truth… • The devil’s in the delivery
What can we do about it? • Innovate • Use evidence to challenge ‘sound bite’ thinking • Raise awareness – more voices = louder message • Challenge ‘received wisdom’ of current resource allocation models • Share ideas - work together
Chairing a rural LSP… is it different? • The qualifications for the job • Seats at the table (avoiding tokenism) • Location, location, location (of our meetings)
Parochial vs Strategic • The market town and its dominance • The parish council • The really hard to reach
Threats or Opportunities • Transport and Traffic problems • Young People and the more mature • Tourism and unwanted visitors
Partnership • Partnership • Partnership!
