Work Program focuses on updating planning recommendations related to: -Land Use -Redevelopment -Corridors/Gateways -Housing/Neighborhoods -Urban Design/Livability Provides framework for rewriting city zoning and development ordinances 1.3 Comprehensive Plan Update
Updating recommended every 3-5 years to remain relevant Sefko Planning Group retained as consultant Update to be completed by end of January 2008 1.3 Comprehensive Plan Update
Complete rewrite of the City’s Zoning and related Development Ordinances Foundation for work plan established through Comprehensive Plan Update Release RFP in February 2008 Anticipate an 18 month work program 1.1 Zoning Ordinance Update
Jan. 2007 – Adopted Stronger Hotel Standards Ensure Higher Quality Hotels Discourage influx of low-rate budget hotels Recent Regulatory Actions in Support of Goal 1 Sept. 2007 – Adopted 65 Ldn Noise Contour Resolution • Promotes enhanced construction standards • Provides notification to potential buyers • Adds flexibility in development considerations
Jan. 2008 - Present Carport recommendations to Council Discourage requests for zoning where carports may be inappropriate Improve standards for new carports where they may be appropriate Upcoming Regulatory Actions in Support of Goal 1 • Jan. 2008 - Present Accessory Bldg recommendations to Council • Establish guidelines to ensure residential accessory buildings are compatible with neighborhood surroundings
Ordinance 8808: Sign ordinance - toughened variance process Ordinance 8817: Chap 8 - C.O. revocation provisions to require sprinklers, fire alarms, and current electrical Ordinance 8796: Delinquent water accounts –terminate service and provide $500 relocation stipend Ordinance 8875: Dilapidated signs – quicker removal Ordinance 8816: Toughen requirements for vacant buildings Other Recent Ordinance Changes
September 28, 2006 - TOD Zoning ordinance approved Created zoning district to encourage mixed use, high density developments along DART light rail and commuter rail lines Identified areas eligible for such zoning Established standards for TOD developments 1.2 Transit Oriented Developments
Approved TODs with scheduled 2008 ground breaking : Water Street Development Approximately 1.2 Million Sq. Ft. of retail, office, restaurant, entertainment, and residential development Includes 721 dwelling units Lincoln at Las Colinas Apartments (978 dwelling units) 1.2 Transit Oriented Developments
Las Colinas Station/Icon (SE corner of O’Connor Rd and Lake Carolyn Pkwy) - Office tower and dwelling units Palladium (West side of Lake Carolyn Pkwy, south of O’Connor Rd) - High-rise condominium development Zom (West side of Lake Carolyn Pkwy, south of O’Connor Rd) - 240 dwelling units 1.2 Transit Oriented Developments Additional sites under consideration for TOD zoning:
Policy focuses on determining proper mix and form of housing Promotes development and maintenance of Quality Sustainable Housing Addresses deteriorated/obsolete properties and new housing To addressed mainly through zoning ordinance update 1.4 Citywide Housing Strategy
Feb. 2007 - Gateway and Corridor Study presented to Council Identified critical corridors and entryway sites Developed cost estimates/identified funding sources Scheduled implementation through annual work plans Designed three entryway sites along MacArthur– Construction by December 2008 Jan. 2008 - Contract w/ EDAW for Irving Blvd Enhancement Study 1.8 Gateways & Corridors
