Objective of the Panel • Work together towards the mutual objective of enhancing environmental protection in the Straits of Malacca and Singapore by cooperation and capacity building through the development of a common environmental action plan
Panel on Environmental Protection • Outcome of 35thTTEG Meeting • Supported further consideration of project proposal on port reception facilities • Agreed to establish a Technical Working Group (TWG) to further develop the project proposal on port reception facilities
Panel on Environmental Protection • Compilation of directory on reception facilities within the Straits of Malacca and Singapore • Data collection • Based on GISISPRFD format in annex of Circular Letter No.2683 • INTERTANKO from agents / private sector • LS from relevant government agencies / port authorities • Data verification between Focal Points and RTisa • Data production and distribution • Hard copy directory for international and local shipping, produced by INTERTANKO • Littoral State Focal Points to update GISISPRFD • Update report to TTEG& CF
Panel on Environmental Protection • Current status of project • Standardised format for booklet agreed at CF4 / TTEG 36 • Agreed on GISIS style of information for easy population of Directory and to facilitate updates from Directory to GISIS • Data collection • GISIS used as basis but LS also contributed to improving data in particular contact information • Data verification between Focal Points and RTisa • Still lacking verification on all ports • Outstanding information to make Directory useful to users...
Panel on Environmental Protection • Current status of project • Data obtained from IMO GISIS and BIMCO World Ports Database • So, dataset clearly NOT exhaustive but limited to what is publicly available • But also, type and format of data needs to be improved... • Singapore - General Port, 23 facilities 26 in total • Jurong Island, 3 facilities • PulauBukom, 1 facility • Malaysia - Port Klang, 1 facility 4 in total • Johor Bharu/PasirGudang, 1 facility • TelukEwa, 1 facility • Indonesia -Blanglancang, 1 facility 1 in total

Panel on Environmental Protection • Need to ensure we have ALL facilities in SOMS listed • Consider the value of categorising the Directory by waste stream as well as or instead of terminal, berth and port. • Update communication details as far as practicable – in particular use of email for sending of ANF • Provide ANF if different from IMO MEPC.1/Circ.644 • State whether WDR can be issued to the ship • More detail on fees and fee mechanism is considered useful: • Port fee system if applicable • Or specify mechanism e.g. cost per m3 oily water or per tonne garbage as per Annex V standard ship generated wastes To move the project forward:
