LET’S BE REALISTIC • DAC Members cannot eradicate poverty in developing countries • Efforts of poor people themselves are what will ultimately eradicate it • They need an environment with opportunity - health - education - jobs - security • It is their Government’s responsibility to provide or facilitate such opportunity

  5. HOW DONORS CAN HELP • The enabling environment • More aid • More effective aid

  6. THE ENABLING ENVIRONMENT FOR PRO-POOR GROWTH • Giving scope for comparative advantage • Policy Coherence • Access to Developing Country Markets • Can we rescue the Doha Round, and does it matter? • A role for Korea?

MORE AID • Potentially, big changes on the way after Monterrey • 2001 - $52 billion ODA net disbursements • 2006 - ? $75 billion ODA net disbursements? • Main increases likely from • US (e.g. MCA, HIV/AIDS, Crisis Countries) • EU (0.39% of GNI by 2006) • But also other DAC and non-DAC donors • Role for Korea? ($0.3billion in 2001, 0.06% of GNP)

  8. MORE EFFECTIVE AID FOR POVERTY REDUCTION(1) : GOOD PERFORMERS • Build on ownership • Work within national and sectoral strategies • Consider Enabling, Inclusive and Focused approaches to Poverty Reduction • Be appropriate, flexible and predictable • Harmonization and Alignment • A Team Player

  9. MORE EFFECTIVE AID FOR POVERTY REDUCTION (2): POOR PERFORMERS • Context-specific • Support reform • Build Institutions • Strengthen civil society • Harmonization and Co-ordination

  10. KOREA AS AN EMERGING DONOR • Already a significant player and will be more so • Clear Objectives • Well thought-out channels • Bilateral/Multilateral • Geographical and Subject Focus • Financial Aid and Technical Co-operation • Building the Institutions • Extent of Decentralisation
