REAG/GARP Introduction The REAG/GARP-Program is humanitarian program assisting with financial and operational support the voluntary return or migration to 3rd countries. It is financed by the German Federal Ministry for Interior as well as by the Ministries of the federal states. • REAG exists since 1979 and means Reintegration and Emigration Program for Asylum Seekers in Germany • GARP exists since 1989 and means Government Assisted Repatriation Program • REAG covers Transport and Travel costs • GARP covers Start-up assistance • Financial model • 50% Federal Government 50% Federal States
REAG/GARP Who can apply for REAG/GARP? The main target groups that can benefit from the program: • asylum-seekers /rejected asylum-seekers • Foreigners that are issued with a toleration permit (obliged to leave Germany) • Other persons eligible under § 1 AsylbLG, the German asylum seekers´ benefit act • Irregular migrants issued with a border crossing certificate • Recognized refugees as well as war- and civil-war refugees • Other foreigners who are allowed to stay under international law or for humanitarian or political reasons • Victims of trafficking or forced prostitution (VOT) • Nationals of the EU are not eligible to receive REAG/GARP assistance except for VOT
REAG/GARP Assistances Within the framework of the programme, the following assistances can be granted to destitute* persons: • Payment of transportation costs (by plane, train or bus) • Petrol allowance for return by car (currently € 205) • Travel assistance (currently € 100 for each adult and € 50 per child) • Initial start-up cash to persons from countries that are particularly relevant in terms of migration and vary from year to year • (depending on the countries - € 200 to € 500 maximum) • There is no legal entitlement for appoval of REAG/GARP assistance • *A person is considered destitute if the return cannot be financed by own means (e.g. living on assistance from the German welfare system)

REAG/GARP • REAG/GARP-applications can be submitted by: • Social Welfare or Aliens' Offices in any German city or district, • the welfare organizations, specialized NGOs, central information centers for voluntary return • By signing the REAG/GARP application form the migrant confirms: • the willingness to return voluntarily • the acceptance of the conditions of the waiver • the reimbursement of assistance received in case of returning to Germany
Reimbursement of REAG/GARP assistance REAG/GARP assistances paid out by the applying entities will be reimbursed by IOM after departure (travel -/ GARP start-up-assistance) The Government and the 16 Federal States Ministries are invoiced on a bi-monthly basis including all financial assistances such as transport costs, travel- assistance and GARP start-up-assistance Accounting
